Description
*Modified to change the response date to 7/10/09 11AM EST The National Institutes of Health (NIH), National Cancer Institute (NCI), Radiation Oncology Branch (ROB), intends to procure on a sole source basis the AVANTRA Biomarker Workstation with Decision Biomakers Inc., 150 Bear Hill Rd., Waltham MA 02451. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 325413 and the business size standard is 500. Only one award will be made as a result of this solicitation. The AVANTRA Biomarker Workstation is a fully integrated instrument system enabling automated, multiplexed analysis and detection of protein biomarkers in human plasma or urine samples. There are no known licensed systems or instruments offered by third party providers that are able to use the instrument or array components of the AVANTRA Biomarker Workstation. No other known companies distribute this product. Decision Biomarkers is the sole source and supplier of the AVANTRA Biomarker Workstation. The salient characteristics that apply to the AVANTRA Biomarker Workstation system are: •Automation of assays using the AVANTRA CCD camera based biomarker detection and analysis instrument •Ability to use the Express software program to run the AVANTRA instrument, perform image analysis and display results. •Flexibility to use the custom iMARK BIOCHIP multiplexed assay biochip cartridges. •Ability to measure multiple protein biomarkers in fresh or frozen samples of human plasma samples. The AVANTRA system is a fully automated system that allows the analysis of one patient sample at a time. The Decision BioMarkers company is the only known source at this time that is able to develop assays for both human urine and plasma analysis. In addition, NCI will be able to analyze the samples of choice using specific assays developed for our needs. Changing variables at this time will be detrimental to current research studies. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on July 13, 2009. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to Melissa Marino, Contract Specialist at marinome@mail.nih.gov. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
