Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate Request for Proposal (RFP) will not be issued. The solicitation number is 9TC000 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-33 and DFARS change notice 20090115. This purchase is restricted to 100% Small Business concern. The NAICS code is 333319 and the size standard is 500 employees. This is requirement is for purchase and training of X-02 Explosive Blast Simulator. This is a brand name or equal request. Please state discount terms and warranty information. The contractor shall provide the following items: ITEM 0001: QTY: 15, Unit: EA. X-02 Explosive Blast Simulator. X-02 consists of and 02 Cylinder (20 cu ft) - 150 shots/fill; Propane Cylinder (4.25lbs) - 250 shots/fill; all components are enclosed; one man lift/two man carry. ITEM 0002: QTY: 15, Unit: EA. Trigger Control Units (TCU). The TCU can be used with a variety of sensors to automatically set off an Explosive Blast Simulator. The TCU uses the same 315 MHz transmitter that comes standard with the Explosive Blast Simulator. Wire leads connect the TCU to the sensor of your choice. Sensor styles include pressure pads, motion detectors and trip wires. ITEM 0003: QTY: 15, Unit: EA. Protective Covers. Sunbrella marine grade fabric in any solid color. These covers provide environmental protection and concealment of your X-02 and allow for complete access and operation while covered as well. ITEM 0004: Qty: 1, Unit: EA. Training on the X-02 Explosive Blast Simulator. ITEM 0005: Qty: 1, Unit: EA. Shipping and Handling Delivery of equipment is requested by 10 Jul 09 and training should begin the week of 13-17 Jul 09. Ship To: HQ Air Force Security Forces Center, 1517 Billy Mitchell Blvd., Bldg 954, ATTN: Mike Credidio, Lackland AFB, TX 78236. The quote should include descriptive literature and must be effective through 31 Jul 09. FAR 52.212-2 Evaluation of Commercial Items (Jan 1999) applies; quotes will be evaluated based on most advantageous to the Government, price, and other factors considered. The following factor shall be used to evaluate quotes: Lowest price technically acceptable. In order for a bid to be technically acceptable, the contractor must provide documentation in experience and training with explosive blast simulators. Provide in writing a statement that the offeror will take no exception to any RFQ provisions. 52.232-18 -- Availability of Funds. Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) To be eligible to receive an award resulting from this RFQ, contractors must have current registration in the DoD Central Contractor Registration (CCR) at http://www.ccr.gov and Online Representations and Certifications Application (ORCA) database at http://orca.bpn.gov.
