- 6.5L ENGINES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Purchase Request number is W81UN7-9154-1001. Combination synopsis/solicitation number is W912LC-09-R-0005. The solicitation is a request for proposal (RFP). The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: Instructions to Offerors-Commercial Items (Oct 2000); FAR 52.212-2, Evaluation- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the item offered to meet the Government requirement; Cost/Price and Technical capability are of equal importance. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. THE COLORADO NATIONAL GUARD IS SEEKING A FIRM FIXED-PRICE CONTRACT FOR 30 NEW 6.5L HMMWV FULLY DRESSED DETUNED ENGINES WITH MODIFICATIONS FOR THE NATIONAL RESET PROGRAM. SEE ATTACHED SCOPE OF WORK. THE ENGINES TO BE REPLACED, 6.2L HMMWV ENGINES, WILL BE SHIPPED TO THE CONTRACTOR AT THE CONTRACTOR'S EXPENSE AND SHIPMENTS WILL BEGIN SHORTLY AFTER CONTRACT AWARD. THE CONTRACTOR WILL THEN REMOVE THE NATIONAL GUARD PROVIDED EQUIPMENT, SEE THE ATTACHED LIST, FROM THE REPLACED 6.2L HMMWV ENGINES AND ADD THESE ITEMS AS MODIFICATIONS TO THE NEW UNUSED 6.5L HMMWV FULLY DRESSED DETUNED ENGINES AND DELIVER TO THE NATIONAL GUARD ON A 1 FOR 1 BASIS. ALL ITEMS PROVIDED BY THE CONTRACTOR WILL BE NEW AND NOT PREVIOUSLY USED ITEMS OR REFURBISHED ITEMS. ONLY THE NATIONAL GUARD PROVIDED ITEMS WILL BE PREVIOUSLY USED. A 24 MONTH UNLIMITED MILES WARRANTY FROM THE DATE OF INSTALLATION MUST ACCOMPANY ALL NEW 6.5L HMMWV FULLY DRESSED DETUNED ENGINES WITH MODIFICATIONS ASSOCIATED WITH THIS CONTRACT. THE NEW 6.5L HMMWV FULLY DRESSED DETUNED ENGINES WITH MODIFICATIONS WILL BE DELIVERED TO 4045 WELD COUNTY ROAD 22 LONGMONT COLORADO 80504 AND COMPLETED NO LATER THAN 30 AUGUST 2010. ALL PICK UP'S AND DELIVERED PRODUCT WILL BE AT CONTRACTORS EXPENSE. SUBSEQUENT DELIVERIES WILL BE COORDINATED BY THE REQUESTING UNIT. THIS IS 100% SET A-SIDE FOR SMALL BUSINESS AND ALL OFFERORS MUST BE CCR REGISTERED TO PROVIDE A PROPOSAL.
