- VETERANS AFFAIRS VISN 21 CCAJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.The VISN 21 CCA, as directed by the VA Central California Healthcare System will enter into a contract that requires justification for other than full and open competition. 2.The request is being procured exclusive of competition, for a specific vendor. 3.VA Central California Healthcare System is requesting procurement for window corrects, repair and or replacement in two buildings, building 1 and building 31. The estimated cost is $691,000.00. 4.The service being procured under the authority of Public Law 109-461 codified at 38 U.S.C. 8127(c) and IL 049-07-08. 5.This contract is being procured on a sole source basis. Pulliam Construction Company, Inc. has the capability and capacity to do this work. This company has worked for VISN 21 in the past and has completed all work timely and has met all specification. Authorized or required by statue is cited under FAR 6.302 and precludes full and open competition. 6.This solicitation was not announced in FedBizOpps, and competition was not sought based on IL 049-07-08. 7.The anticipated cost is fair and reasonable to the government based on the using service estimates and past prices paid for similar services. 8.Market research information was obtained by historical data. 9.Full and open competition was not utilized for this contract for the reasons stated in Paragraph 5 above. 10.The proposed contractor is Pulliam Construction Company, Inc., a SDVOSB contractor. A copy of the VetBiz Registration and CCR Registration is attached. This company qualifies under the requirements of IL 049-07-08 for sole source award as a SDVOSB. 11.
