- The Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid (IFB) for a firm-fixed price construction contract for the Battle Creek Salmon and Steelhead Restoration Project, Eagle Canyon Canal Pipeline, located 30 miles northeast of Red Bluff within 6 miles of Manton, California, in Tehama County. The principal components of the work to be performed under the specifications include the following: Constructing 54-inch HDPE pipeline including blowoff structure, manholes, air valve structure, and pump-drain structure.Constructing pipeline inlet structure including precast concrete flume extension and floatwell.Constructing outlet structure including reinforced concrete isolation weir and bypass pipe.Temporary construction to facilitate work including removal and control of water and construction of access roads. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $33.5M. The estimated cost of this project is between $5,000,000.00 and $10,000,000.00. This is an unrestricted solicitation and all offers from responsible concerns will be considered. FAR Clause 52.219-4 "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" applies. Solicitation R09PS20006 will be posted at http://ideasec.nbc.gov on or about July 6, 2009. The estimated date for receipt of bids is August 7, 2009. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. To register: click on the solicitation number and then select the "Vendor Interest" tab taking the following steps: 1) click on the Vendor Interest Tab; 2) enter DUNS number; and 3) enter Password or Tax Identification Number. Also, Central Contractor Registration (CCR) as required by FAR 4.1102 applies to this requirement. In addition, FAR 4.1200 Annual Representations and Certifications, Online Representations and Certifications Application (ORCA) apply to this requirement. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Furthermore, information on ORCA can be obtained via the Internet at http://orca.bpn.gov.
