Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB) plans to procure on a sole source basis one ABI 7900HT Fast Real-Time PCR Sysetm with standard 96-well plate and accessories with Applied Biosystems, 850 Lincoln Centre Dr., Foster City, CA 94404. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard is $7.0M. The government anticipates two awards will be made as a result of this pre-solicitation. The purpose of this procurement is to purchase the equipment and supplies necessary to enable the NCI laboratory to profile known human microRNAs in tumor and normal tissues from ESCC cases. The vendor shall provide: 1. One (1) ABI 7900HT Fast Real-Time PCR System with standard 96-well plate, to include computer, monitor, 96-well thermal cycling block module, system software, primer express software, packing kit, user guide, installation, and on-site training; 2. One (1) Manual and safety guide; 3. One (1) 7900HT 96-well installation kit; 4. One (1) 7900HT Fast 96-well block upgrade; 5. One (1) 7900HT System TaqMan Low Density Array Upgrade, to include low density array sample block, Sorval/Heraeus custom buckets, microfluidic card sealer, chemical installation kit; 6. One (1) Microfluidic card installation kit; 7. One (1) 7900HT Enterprise v2.2.2 software with computer; 8. One (1) 7900HT Relative Quantification v1.1 software for enterprise; 9. One (1) Statminer analysis software; 10. Two (2) TaqMan microRNA RT kits (1000 reactions each);` 11. Eight (8) Megaplex RT and PreAmp Human Pool sets (50 reactions/set); 12. One hundred (100) TaqMan Human MicroRNA Array A&B sets (4 A and 4 B/set); 13. Eight (8) TaqMan Universal PCR Master Mix tubes (50mL/tube); 14. Ten (10) TaqMan Preamp Master Mix tubes (40 reactions/tube). Deliverables: 1. The contractor shall deliver and install the new equipment and software specified under "Contractor requirements" above. Delivery/installation should be within 45 days of the date this procurement is finalized. 2. Delivery of supplies should be arranged to occur on dates mutually agreed upon by the NCI and the vendor. 3. Provide on-site training of NCI lab staff in use of the equipment and software. 4. Provide warranty on new equipment, to cover parts, labor, and service as needed for one year Applied Biosystems (ABI) is the only known vendor with the combination of equipment and microRNA array technology to permit comprehensive profiling of essentially all known human microRNAs (ie, those enumerated in the Sanger miRBase v10) using high-throughput, multiplexed technology based on the gold standard real-time PCR methodology. ABI has developed microfluidic technology in a 384-well plate format that is compatible with real-time PCR to provide comprehensive coverage of all identified human miRNAs in the Sanger miRBase v10 database (a total of 667 miRNAs). ABI's two-card set of TaqMan MicroRNA Arrays (Arrays A and B) evaluate a total of 667 unique human miRNAs using state-of-the-art gold standard real-time PCR assays with extraordinary sensitivity and specificity over a very wide dynamic range (greater than 6 logs) and using as little as 1ng of RNA. In addition to the superb accuracy of these miRNA assays, ABI's array cards permit the analysis of all 667 miRNAs in a little as 5 hours (as opposed to individual real-time PCR assays of all 667 miRNAs, which would require several weeks). The ABI 7900HT Fast Real-Time PCR System is the only known real-time PCR system that is compatible with the 7900HT TaqMan Low Density Array block required to run the TaqMan MicroRNA Arrays, which permit the analysis of 384 miRNAs simultaneously and provide the high throughput work flow required for this project. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on July ___, 2008. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
