- The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Ordela, Inc. in Oak Ridge, TN for refurbishment of an Ordela neutron detector, Model 2660N. Ordela, Inc. makes the neutron detectors used on multiple neutron scattering instruments at the NIST Center for Neutron Research. The largest specialized detectors made by Ordela that are in use at the NCNR are two-dimensional detectors used on the two Small Angle Neutron Scattering (SANS) instruments. These detectors require periodic refurbishment and/or repair. The two-dimensional neutron detector installed on the NG3 SANS instrument is in need of refurbishment. The refurbishment consists of replacing damaged or worn components and recalibrating the instrument back to its original specification. The detector is a proprietary instrument that was developed, manufactured, and sold by Ordela, Inc. As the original manufacturer, Ordela is equipped for and experienced in the repair and refurbishment of these detectors. Because of its proprietary nature, Ordela is the only vendor with access to a complete schematic of the detector. Without access to the schematic, the ability to repair and calibrate are limited. Any attempt to refurbish the unit without the schematic could lead to further damage, resulting in added cost. The refurbishment will include the purchase of 65 liters of Helium-3 gas which is used in these detectors for proper operation. It is required that the gas be purchased as part of the refurbishment from Ordela, Inc. as Ordela, Inc. will not warrant any repairs under any circumstances if they do not supply the Helium as the purity of the gas is so critical (99.999%) that a detector may function properly for initial testing only and then soon thereafter fail due to contaminants in the Helium-3 gas. The impact due to failure of a detector is detrimental to the Center for Neutron Research due to the fact a whole Neutron Scattering Instrument is unavailable for use until it is repaired. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 45 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 6, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
