Description
The Olympic National Forest, Washington, intends to acquire by contract fillslope repair, including but not limited to: clearing and grubbing; deep patch installation of Geo-grid; culvert removal and replacement; installation of a mechanically stabilized earth wall; seeding and mulching; and haul of unsuitable material. The project also includes hot mix asphalt patching. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Section 6, Township 21 North, Range 5 West, W.M., and Sections 9, 16, & 28, Township 22 North, Range 5 West, W.M. near Shelton, Washington. It may be reached by traveling north 7 miles from Shelton on U.S. Hwy. 101 to the Skokomish Valley Road. Turn left on the Skokomish Valley Road and travel 4 miles to Forest Service Road No. 23. Turn right on to Forest Service Road 23 and travel 3.5 miles to the beginning of the project. Period for performance is from AUG 01, 2009, to SEPT. 30, 2010. Construction may be performed between June 1st and September 30th. In-stream work may be performed between July 15th and September 15th. Project Manager is Bill Shelmerdine, (360) 956-2282. The government will proceed to issue a Request for Proposals (RFP) solicitation. 100 ppercent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value for the mandatory item and all option items is between $250,000 and $500,000. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about July 02, 2009. Advertising and response times have been reduced due to the urgency to complete this project. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
