Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Northwest Regional Office on a sole source basis with Skagit River System Cooperative. The government intends to acquire the services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor shall document the stray rate of Chinook salmon returning to the Marblemount hatchery on the Skagit River for improvement of escapement estimates to the Pacific Salmon Commission's Chinook Technical Committee (CTC) standards and improve the data used in analytical methods that support Chinook salmon Abundance-Based management under the Pacific Salmon (Treaty). The services required for this contract are: • Tag sample at least 10% of the Chinook spawners in the vicinity of the Marblemount Hatchery during the spawning timing of spring Chinook • Estimate the number of hatchery stray spawners by age and release stage, and estimate the total number of strays to within a Coefficient of Variation (C.V.) ± 15% • Calculate the hatchery stray rate, and compare it to the rate estimated in previous years • Develop several options, with design and cost estimates, for improving fish passage into Marblemount Hatchery The United States Chinook Technical Committee (USCTC) of the Pacific Salmon Commission (PSC) on behalf of the Pacific Salmon (Treaty) has previously identified data standards for stock assessment and has made recommendations for improving data quality and assessments. The USCTC has requested that a program be conducted to determine the Skagit Hatchery spring Chinook stray rate. The work to be accomplished by the contractor needs to technically and administratively meet the following two research themes as identified in the USCTC request for proposals memorandum dated December 11, 2008: Research Theme #2 (Improvement of Escapement Estimates to USCTC Standards), and Research Theme #4 (Improvement of Analytical Methods for Abundance-based Management). These project shall be addressing these themes, will support improved Abundance-Based management by removing bias from ER estimates, as well as from estimates of hatchery survival rate and abundance of both the hatchery stock and the associated Skagit natural spring stock. This information is required for this stock to be used as a PSC Chinook indicator stock. The Skagit River System Cooperative conducted a pilot study in 2006 that found that the undocumented straying rate was a significant problem and this experience will allow them to design an effective project for the 2009/2010 season. The Skagit River Chinook stocks are a population within Puget sound Chinook ESU that are listed as threatened under Endangered Species Act and the Skagit River System Cooperative holds the required permit to conduct research on them. The government intends to negotiate a firm- fixed price contract with period of performance of twelve months from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
