- DESCRIPTION: This pre-solicitation announcement constitutes a Notice of Contracting Action (NOCA) issued by the 551st Electronics Systems Group, Hanscom AFB, MA 01731-2115. The Air Force intends to issue a contract to Northrop Grumman Corporation, Linthicum Heights, MD, pursuant to the authority of FAR 6.302-1(a)(2)(ii) (One Responsible Source And No Other Supplies Will Satisfy Agency Requirements) authorized under 10 U.S.C 2304-(c)1. This Foreign Military Sales (FMS) Sole Source procurement will be for the following items: Dispenser Cathode Wide Band Klystron Power Amplifier (WBKPA) Kits (P/N 139K703G01) five (5) each, and Dispenser Cathode WBKPA tubes (P/N 587R258H02) five (5) each for the Royal Saudi Air Force. These supplies will require radar system level verification testing to ensure successful integration between the Dispenser Cathode WBKPA kits/tubes and the AWACS Aircraft radar hardware and software. The Government anticipates Northrop Grumman Corporation, Linthicum, MD will be the prime integrator for this activity and L3 Communications, San Carlo, CA will serve in a subcontractor capacity. In addition to the above Royal Saudi Air Force requirements, this sole source procurement may include contract options for the following future FMS requirements: -Four (4) WBKPA Kits-Three (3) WBKPA Tubes-Software upgrade to the AWACS Aircraft Surveillance Radar Computer Program (SRCP) to ensure compatibility with WBKPA (Automatic Phase Compensation Calibration software change)-Firmware upgrade to the Transmit Microwave Assembly (P/N 792R196G02) to ensure compatibility with WBKPA (Reprogramming of PROMs with new Phase Compensation Curves)-Installation and checkout at FMS customer location-Develop and deliver Full Redundancy software change for SRCP This is a follow-on procurement to the USAF WBKPA Production Contract (FA8704-04-C-0003). The Government has determined that an award to any source other than Northrop Grumman and L3 Communications would result in substantial duplication of cost that is not expected to be recovered through competition and cause unacceptable delays in fulfilling the Governments FMS requirements. This notice is not a Request for Proposal (RFP). Further this notice does not constitute a commitment by the Government nor does it restrict the Government as to the ultimate acquisition approach.
