- This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, supervision and transportation to perform Rockside Boarding Area improvements consists of installing a parking area, restoring the vernal pool area, extending the boarding platform 120 feet, installing a vault toilet facility, and an emergency exit road. The parking area installation will involve removing the existing gravel 149-space parking area; removing approximately 10 trees, stumps and scrub vegetation; grading and excavating of existing soils; installation of 18 solar lighting poles; installation of the asphalt parking with asphalt driving lanes and approximately 100 permeable asphalt parking spaces; installation of 114-space stabilized turf-gravel overflow parking area; installation of permeable walks; and installation of plantings, bollards, gates and landscaping. The vernal pool restoration will involve fencing the narrow work limits of the vernal pools; using light construction vehicles to remove debris piles; and seeding the area. The emergency exit road will involve the installation of a stabilized turf-gravel road; installation of a cross culvert with end sections; and installing a railroad crossing. The Contractor shall work with the Cuyahoga Valley Scenic Railroad schedule to ensure train service, existing vehicle spaces and pedestrian access to the boarding area are not disrupted from the start of the contract until December 31, 2009. Contractor will have full access to the site starting January 1, 2010 till the end of the 240 day contract. Limited train service may occur during construction. Contractor shall work with the railroad to ensure train-worker safety and scheduling. Access the site by the existing site entrance on 7920 Old Rockside Road, Valley View, 44131 in Cuyahoga County, Ohio. The project performance period is 240 days after issuance of the notice to proceed. The NAICS code is 237310. This project will be awarded as a Total HUBZone Set-Aside, offers will be solicited only from HUBZone small business concerns. The estimated price range for this project is $500,000 to $1,000,000. The solicitation with specifications,plans, bid schedule, wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about July 9, 2009.
