Description
The high pressure water jetting pump will need to be shipped to Billings, Montana in Yellowstone County. The Request-For-Quote package will be available on or around June 29, 2009. Quotes are tentatively scheduled to be due July 15, 2009 at the Bureau of Reclamation's Great Plains Regional Office (GPRO), 316 North 26th Street, Billings, Montana.Faxed and emailed quotes WILL be accepted. All reasonable sources may submit a quote which shall be considered by the Bureau of Reclamation (BOR). The North American Industrial Classification Code is 221111; the Standard Industrial Classification Code is 3561.This acquisition is open for full and open competition. An RFQ is being issued to facilitate submittal of quotes through electronic commerce and to view all applicable clauses and attachments. RFQ number 09SQ600196 will be issued via www.fedbizops.gov at the link provided in this notice. Vendors may also check our website: http://ideasec.nbc.gov. The specs are posted within this document and a complete solicitation package will be available in hard copy. To complete your online Representations and Certifications contractors must go to http://orca.bpn.gov.For further information, you may contact Wendy New at wnew@usbr.gov or telephone number 406-247-7807.High Pressure Water-Jetting Pump Unit C.1 Service Requirements - It is required that there be furnished and delivered complete in accordance with this solicitation a high pressure water-jetting pump unit as described in this schedule for the United States Bureau of Reclamation, Great Plains Regional Office, Billings,Montana. The equipment to be furnished under this solicitation will be used for cleaning foundation drain holes and performing other cleaning, stripping, and cutting functions at Reclamation facilities throughout the Great Plains region, which extends from Montana through Texas and Western United States. C.2 General Requirements - The water-jetting pump unit and all component parts and accessories to be furnished under this solicitation shall be NEW AND OF CURRENT STANDARD PRODUCTION of a company regularly engaged in the design, marketing, and operation of such units. The vendor must furnish a list of at least 4 units producing similar pressure/volume ranges which have been sold by the vendor and are presently in service in the United States. The water-jetting pump unit shall be skid-mounted and consist of a positive displacement pump, diesel engine power supply, belt drive with clutch, fuel tank, and accessories. The assembled unit shall be so arranged that operation and service may be carried on with optimum efficiency and a minimum of manual labor. All parts requiring periodic maintenance and servicing shall be readily accessible. The design of the unit shall permit removal of component parts without dismantling entire assemblies. This unit shall be ready for immediate and continuous operation at time of delivery. All components shall conform in design, strength, quality of material, workmanship, and convenience of use to the highest standards of engineering practice in the high pressure water-jetting trade. While the right to make changes and improvements remains with the manufacturer,major changes from previous high pressure jetting pump components shall have been thoroughly tested and proved to be satisfactory for use under conditions equal to those specified herein. C.3 Operating Capabilities and Specifications - The high pressure water-jetting pump unit shall have the following components, performance specifications, and capabilities: 1. Pump: a. The pump shall be a horizontal triplex positive displacement reciprocating plunger design with a stainless steel fluid end. b. Pump stroke shall be 3.75 inches. c. The pump shall provide a minimum 21.6 gpm at 15,000 psi. d. With quick to install plunger change out kits (available, but not furnished), the pump shall be capable of operation at volumes of a least 29.9 gpm at 11,000 psi and at least 58.6 gpm at 5,300 psi. e. The fluid end shall be a standard L design with flanged suction and discharge ports. f. Cylinder body shall be Custom 450 stainless steel, autofrettaged for operation at 15,000 psi. g. Valves shall be wing-guided style hardened stainless steel with elastomer inserts to provide superior service in 'dirty' water applications. h. Valve seats shall be field replaceable hardened stainless steel, straight shoulder style. i. A valve seat puller tool shall be provided j. Stuffing boxes shall be heat-treated stainless steel. k. Collet style plungers shall be Colmonoy coated over 316 stainless steel. l. Packing shall be spring loaded self-adjusting type, multiple element chevron style con- structed of advanced polymer composite. m. Packing lubrication shall be by force-fed automatic water system. n. Suction manifold shall be anodized aluminum. o. Power frame shall be manufactured from a single piece casting of high-strength cast iron. p. The crankshaft shall be double extended forged alloy steel, rifle drilled, with tapered roller bearings to minimize side thrust loads. q. The connection rods shall be ductile iron with automotive split insert bearings. r. The crossheads shall be gray iron large-piston type. s. Diaphragm assemblies shall have O-rings and neoprene lip seals for sealing oil in and water out of the power end. t. Bearings and crossheads shall be oil lubricated with a combined splash/gravity system that insures adequate circulation at speeds at low as 200 rpm. u. An oil-level gauge shall be installed. 2. Pump Discharge Components: a. A 0 - 20,000 psi liquid-filled pressure gauge with snubber shall be installed. b. A stainless steel rupture disc holder and disc shall be provided. (@ 1.5xMAWP) c. A stainless steel base relief valve shall be provided. (@ 1.25xMAWP) d. A precisely accurate adjustable nitrogen pressure regulator with a bleeder valve assembly on the regulator body shall be provided. Shall be mounted on skid by pump. e. A foot-style dump valve shall be provided. 3. Suction Plumbing: A custom dual-housing filter system shall be provided, equipped with two individual stainless steel bag-type filter housings, each rated for 220GPM flow. Complete skid-mounted dual filter system shall be fully plumbed to provide one single inlet, and one single outlet, with differential pressure gauges supplied on each housing to facilitate maintenance. The primary filter housing shall be furnished with a 50 micron filter, and the secondary filter housing shall be furnished with a 10 micron polishing filter. Complete dual filter system shall be shipped loose, to be mounted in optimum position either on, or adjacent to pumping unit skid by customer. 4. Power Unit: a. The pump shall be powered by self-contained electric starting, liquid-cooled, turbocharged in-line 6 cylinder industrial type diesel engine Tier III. b. Displacement shall be not less than 6.6 liters. c. Engine shall produce at least 200 horsepower at governed speed at an elevation of 6,000 ft above sea level. When coupled with the drill unit, the engine shall have sufficient power to meet all requirements as listed within this specification at an elevation 6,000 ft above sea level. d. The engine shall be equipped with a heavy-duty air cleaner, fuel filter(s) and a replaceable full-flow oil filter. e. The unit shall have a 12 volt electric ignition system consisting of a starter, alternator, battery, regulator, and keyed ignition switch on the control panel. f. Monitoring gauges shall include, but not be limited to, engine tachometer, electric engine hour meter, oil pressure, water temperature, and voltmeter. g. Fuel to the engine shall be supplied from a tank mounted on the frame or deck with a capacity of not less than 100 gallons. The fuel tank shall not be located above the engine. A fuel gauge shall be installed. h. Automatic shut-down devices for low engine oil pressure, high engine coolant temperature, low pump oil level shut down, and low pump suction feed water pressure shall be installed. 5. Drive: a. The pump shall be driven by a PTO type clutch with 2 sets of 5 banded V-belts. b. All belts shall be fully enclosed by an all-steel belt guard. 6. Mounting: a. The pump unit assembly shall be mounted on a heavy-duty skid frame suitable for skidding the unit on and off flat-bed trailers and trucks. b. The skid frame shall have a tread (non-skid) deck. c. Maximum weight of the assembled engine, clutch, pump, skid frame, and other permanently- attached components of the unit shall not exceed 8,600 pounds. C.4 Safety: The entire unit shall met all applicable OSHA, ANSI, federal, and state requirements this type of equipment. Three copies of the U.S. WJTA approved operating procedures for water blasting shall be provided by the vendor. One VHS format pump manufacturer's safety video shall be provided. C.5 Manufacturer's Identification and Manuals: An identification plate(s) stating the name and address of the manufacturer(s), model number(s), and serial number(s), shall be mounted in a conspicuous place on the pump and engine furnished. The continuous operation of the high pressure water-jetting pump unit under these specifications is of the utmost importance. The vendor shall furnish 2 sets of operation and maintenance (service) manuals, including detailed parts lists. C.6 Warranty of Equipment: The contractor hereby warrants the equipment for the standard warranty period provided to commercial customers. Submission of a bid shall also constitute the bidder's certification that the equipment bid will comply in every respect with the terms of the contract..
