- SPECS & DRAWINGS RFQ This is a combined synopsis/solicitation for supplies in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine Environmental Laboratory (PMEL) located in Seattle, WA intends to acquire the following items: A.) 48" OR 49" DIAMETER ACOUSTIC DOPPLER CURRENT PROFILER (ADCP) BUOY RATED 1000M, 1100 LBS GROSS BUOYANCY, B.) INTEGRAL HANDLING FRAME (22" BOLT CIRCLE) MADE FROM 316 STAINLESS STEEL. See attached detailed specifications and drawings. BACKGROUND: The ADCP buoy and integral handling frame is the primary component of the TAO Project's subsurface upper ocean current data collection mooring. The ADCP buoy is a spherical float that provides underwater flotation and has a special instrument well to mount the RDIffeledyne Workhorse Long Ranger ADCP. The integral frame is inserted through holes in the sphere and acts as the strength member and skeleton to support the flotation, as well as an attachment point to tether it to the bottom. The frame also provides mounting pads for attaching additional instrumentation for measuring salinity, temperature, and depth. The 5 new ADCP buoys & frames are needed for new deployment sites in the build-up of the Indian Ocean "RAMA" Observational Array. The current data from these moorings will be used to measure ocean climate processes with an emphasis on the Indian Ocean seasonal monsoonal cycle and the Madden Julian Oscillation, which can be a precursor for EI Nino in the Tropical Pacific. There will be a total of 12 ADCP mooring sites that will be maintained by the TAO Project in the Indian Ocean. These 5 buoys are scheduled for deployment in early 2010 and will be shipped to India in November of 2009. Items will be shipped using government bill of lading and must be delivered to NOAA Facility Seattle, WA by Oct 16, 2009. See NUMBERED NOTE 1, 100% Small business set aside. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice. Only firms that can provide the exact items described herein will be considered.
