Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) in late July for theprocurement of Space Network Ground System Sustainment (SGSS). Potential Offerors areencouraged to comment on all aspects of the draft solicitation. The scope of the resultant contract will be to implement a flexible and extensible groundsegment that will allow the Space Network (SN) to maintain the high level of service inthe future, accommodate new users and capability requirements, and reduce the effortrequired to operate and maintain the system in the future. The resultant contract willmeet this mission by implementing a modern communication system based on open standardsand Commercial products; in addition to providing support to multiple NASA centers aswell as other Government agencies, public and private, domestic and foreign. This full and open competitive procurement is anticipated to result in a hybridcost-plus-award-fee contract with a core requirement and an indefinite deliveryindefinite quantity cost plus fixed fee (IDIQ-CPFF) requirement for Special Studies andAnalysis, as well as Sustainment Support. All responsible sources may submit an offerwhich shall be considered by the agency. The Government does not intend to acquire acommercial item using FAR Part 12. See Note 26. An ombudsman has been appointed SeeNASA Specific Note B. The NAICS code and Size Standard are 517919 and $25M,respectively. The anticipated release date of the DRFP is late July. Interested partiesshall submit comments regarding the DRFP by no later than 5:00 PM (EST) August 17, 2009. Comments on the DRFP are not mandatory. The use of industry comments to structure theFinal RFP is at the discretion of the Government. In accordance with FAR 52.215-3,Request for Information or Solicitation for Planning Purposes (Oct 1997), the Governmentdoes not intend to award a contract on the basis of the DRFP or to otherwise pay for theinformation solicited. The anticipated release date of the Final RFP is the end of August2009, with proposals due approximately 45 days after the solicitation release date. This synopsis shall serve as the pre-solicitation notice for the DRFP as well as theFinal RFP. The solicitation, amendments and attachments will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The government plans to display current technologiespotentially applicable to SGSS. Additionally, the following day a brief overview andsite visit will be made available to prospective SGSS bidders.There is a limit of 4people per company for the Technology Demo and 3 people for the site tours. Visitorsnames need to be submitted to Jonathon D. Wingerberg at Jonathon.D.Wingerberg@nasa.gov nolater than July 6, 2009. All visitors must be U.S citizens, without dual citizenships.A separate SGSS RFP Industry day will be held approximately 1 week after release of thedraft RFP to address RFP topics.SN Technology Day July 14, 2009Site visit @ WSC July 15, 2009Industry day (WSC or GSFC) 1 week after draft RFPNotice 2: WSC questions.Please submit questions that you would like to ask the WSC personnel by July 6, 2009. The questions and the answers to all submitted questions (unattributed) will bedistributed to all Industry visitors during the site visit.Question 1: Workmanship StandardsLegacy SN documentation specified a variety of ground station electrical workmanshipstandards (e.g., STDN Spec-4, STDN Spec-6, STDN Spec-7, STDN Spec-8). Thesespecifications are out of date. Current NASA and GSFC workmanship standards focus heavilyon spaceflight equipment. Workmanship standards applied to the SGSS Project must considerthe environmental conditions of the various sites (e.g., seismic zones forWSC and Guam, hurricane issues at Guam). What impact would specification of industrystandards such as the Telcordia standards vs. imposing NASA-developed specifications haveon the effort? Are there other comparable industry standards that should be considered?Prospective offerors are invited to submit written responses to the above Notices andQuestion to: Jonathon D.
