- The U.S. Army Corps of Engineers, St. Paul District Contracting Division, Pursuant to FAR Part 6.302-1(c) and in accordance with 10 U.S.C. 2304 (c)(1), intends to award a sole source contract to National Institute of Building Sciences, 1090 Vermont Ave NW Suite 700, Washington DC 20005, in that only one responsible source and no other supplies or services will satisfy agency requirements. Due to the salient characteristics of the interfacing requirements, this requirement is applicable to the Projnet(SM) system. The contract will be a firm-fixed price contract under FAR 13, Simplified Acquisition Procedures. This is not a request for competitive proposals. The requirement is for subscription service for access to Projnet Bidder Inquiry(SM) system for twelve months starting in 2009, with three additional option years. Interested parties are encouraged to submit Statements of Capability for future procurement needs. The Capability Statement shall include at a minimum: informational brochures, published technical specifications, third party performance verification, company name, address, telephone number, facsimile number, type of business (large or small), and point of contact. The Government will not award a contract based on any Statements of Capability received. If you are an interested offeror, please provide a brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet the requirements specified in the above statement of work, and include any Past Performance information on Government contracts of similar size and scope. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Interested parties are required to submit any information on or before 2:00 p.m., CDT 2 JULY 2009 to the attention of Carol Olson, Contract Specialist.
