Description
DEPARTMENT OF MemorandumVETERANS AFFAIRS The Department of Veterans Affairs VA Boston Healthcare System has a requirement for a contractor to plan and facilitate a one day meeting in Washington D.C. to select three issues of Health Services Research and Development Forum; that can translate complex health services research findings and information into lay language for VA policy makers and managers. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is a notice of intent to sole source a requirement. 1. Identification of the agency and the contracting activity: The agency is the Department of Veterans Affairs. The activity is the planning and production of three issues of HSR&D Forum, a VA print product to be managed by the Center for Information Dissemination and Education Resources (CIDER) located at the Boston VA Medical Center. 2. Nature and/or description of the action being approved. The nature of the action is a sole source solicitation to AcademyHealth, 1150 17th Street NW, Suite 600, Washington, DC 20036. Telephone: 202 292-6700 3. The description of the supplies or services required to meet the agencys needs (including the estimated value). AcademyHealth will provide all services and resources to plan, develop and produce three issues of the Forum that translates complex health services research findings and information into lay language for VA policy makers and managers during fiscal year 2010 (October 1, 2009 through September 30, 2010). Services to include: Planning and facilitation of one day Planning Board meeting to be held in Washington DC to select the three topics to be included in the issues. CIDER staff will present the final selected topics to the Contractor by December 20th. Development of a work plan to address tasks and timelines for each of the three issues for CIDER approval and acceptance. Researching, writing, editing, design, and production of each of three issues of Forum. Expertise in translating health services research findings for consumption and national uptake by targeted VA senior leaders, policy makers, and clinicians to ensure evidence-based decisions that improve the health and care of veterans. The estimate value of this service is $77,584. 4. Identification of the statutory authority permitting other than full and open competition. Demonstration of the contractors unique qualifications: AcademyHealth is uniquely qualified to provide the needed assistance because of its substantive health services research translation and dissemination expertise and excellent past performance with VA. Academy Health is the only non-profit, national health services research membership organization in the country devoted to the promotion of health services research and translation of research findings for managers and policy makers and to creating linkages between health services research and policy. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Federal Business Opportunities (FBO) notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies. This solicitation is expected to exceed $25,000 and will be advertised in the FBO as an intent to sole source. 7. Determination by the Contracting Officer that the anticipated cost to the government will be fair and reasonable. 8. Description of the market survey conducted (i.e., names of firms and date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. As there is no other source available that can provide the services expressed in section 3, no market survey has been initiated. 9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, or engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. A listing of the sources, if any that expressed, in writing, an interest in the acquisition. As there is no other source available that can provide the services expressed in section 2, no other sources have expressed, in writing, an interest in the acquisition. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The service should monitor the professional societies and organizations that cater to the research professional. Perhaps another source will become available.
