- 1. The Department of the Army, Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Fort Lewis, Washington intends to solicit quotations to provide Telephone Answering Service (AS) to support Military Treatment Facilities (MTFs) in the Puget Sound area. The solicitation number is W911S8-09-T-0021. The contractor shall provide AS functions via telephonic contact for all patients whose calls for information and/or advice are forwarded to the contractor from the MTFs. Though this answering service will be primarily after normal business hours, the service shall be available 24 hours/day, 7 days/week. This requirement augments the capability of the MTF/Clinic staff to facilitate easy contact for TRICARE Military Health System (MHS) beneficiaries with urgent questions regarding their illness or healthcare, and the appropriate MTF/Clinic resources who can best address those questions. All calls shall be answered by a qualified operator/agent, who shall determine if the caller has an administrative question or a clinical question; the AS shall provide answers to administrative questions when the MTF has provided those answers to the AS; and, for clinical questions and other questions the AS is not able to answer, AS shall provide the opportunity for the caller to speak with the clinical advice resource identified by the MTF. At no time will the AS provide clinical advice directly to callers. All information from the calls shall be entered into a database. This service also includes providing performance and management reports. A complete Performance Work Statement (PWS) will be included in the solicitation. 2. The solicitation will be conducted in accordance with FAR Part 12-Acquisition of Commercial Items and FAR Subpart 13.5-Test Program for Certain Commercial Items, and will result in the award of a single firm fixed-price contract. 3. This procurement is a Total Hubzone Small Business Set-Aside. The applicable NAICS code is 561421, Telephone Answering Services, and the small business size standard is $7.0 Million. 4. The anticipated period of performance includes a base period, beginning approximately 23 August 2009, plus four (4) one-year option periods. 5. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/ and the solicitation will also be posted on the Fort Lewis Directorate of Contracting website, http://www.lewis.army.mil/doc/, under Solicitations. The tentative solicitation issue date is 8 July 2009 and the anticipated closing date is 28 July 2009. Interested quoters are advised to consult the actual solicitation for final dates and times. 6. Quotations from all eligible, capable, and responsible sources will be considered. Firms offering a response to this notice should ensure that they are registered in the Central Contractor Registration Database http://www.ccr.gov/ and ensure that the applicable NAICS code 561421 is included in the CCR profile prior to submission of bids. 7.
