Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response, and NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. This Sources Sought Synopsis is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify only Historically Under-Utilized Business Zones (HUB Zone) prime contractors for the below listed construction, supply, and/or service requirements within the St. Louis District area. Hubzone contractors should provide a Point of Contact and telephone number. Any information submitted is strictly voluntary and the Government will not pay for any submitted documents. Any size business may be a subcontractor as long as the HUB Zone prime completes at least 15% of the contract amount for a construction requirement or 50% of the contract amount for a service or supply contract. To be considered as a qualified HUB Zone contractor for the St. Louis COE District the prime contractor must: -Provide the names and point of contact for a minimum of three contracts of a similar requirement. -Submit a minimum of three satisfactory past performance rating for a similar contract. -Submit a clear, concise and complete company resume of qualifications and certifications. The following general categories and capabilities are sought by the St. Louis District, Corps of Engineers: SUPPLY & SERVICE CONTRACTING: NAICS 562211 WASTE MANAGEMENT & REMEDIATION SERVICES Hazardous Toxic and Radioactive Waste (HTRW) Remediation to include Construction: capability/experience in contaminated material excavation and related remedial/removal activities, waste contamination removal, water control/containment management, soil sampling and air monitoring, site access control and security, and site restoration; demolition and underground storage tank removal capabilities/experience are secondary considerations. Field Engineering: capability/experience in HTRW Construction Quality Management, developing and implementing health and safety programs and plans for HTRW site operations, conducting walkover surveys, and documentation preparation such as Remedial Action Summary reports. Management Services: Staffing and their related qualifications, managing transportation and/or disposal to off-site facilities, scheduling, cost controls, status reporting, and bonding capabilities. Provide business size and a Point of Contact. The Government requests interested firms submit one (1) copy of their capability and experience response no later than 4:00 p.m., Central Standard Time, 29 Jun 09.
