Description
Information to Offerors. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 2009-Q-11215 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This is a full and open competitive acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $25 million. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. Offerors will be expected to download all documents concerning this requirement, as no hard copies will be mailed. Telephone requests for the solicitation will not be honored and no offeror's list will be maintained. The Centers for Disease Control and Prevention (CDC), Procurement and Grants Office (PGO) on behalf of the Agency for Toxic Substances and Diseases Registry (ATSDR), Geospatial Research, Analysis and Services Program (GRASP), Division of Health Studies (DHS) of the Centers for Disease Control and Prevention (CDC) intends to obtain a comprehensive domestic US geospatial data product that supports the CDC/ATSDR GRASP efforts to perform assessment and analysis of public health issues such as disease dispersion, environmental health, health care accessibility, and emergency preparedness response as a part of CDC's general support of public health activities. CDC anticipates the award of a firm fixed price contract, in accordance with FAR Part 12 - Acquisition of Commercial Items. For this solicitation, Centers for Disease Control & Prevention intends to acquire Brand Name or Equal, new Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. FAR provision and addenda 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Notwithstanding Clause 52.212-1, Offerors are required to submit their proposals electronically (via e-mail) in MS Word or MS Excel files to Pam Woodard at plw9@cdc.gov. (See Attachment 1 for detailed proposal submittal) Offerors are responsible for providing accurate and complete information for evaluation. (Failure to do so may rule the quote unacceptable.) Provision 52.212-2, Evaluation-Commercial Items, and the following evaluation factors listed in descending order of importance apply: Technical, Past/Present Performance and Price. (See Attachment 1) Offerors shall ensure that the information on their past performance is accurate, complete and updated. Failure to do so may result in a negative past performance assessment. Price is an important factor for award, but the non-price factors when combined are more important than Price. CDC reserves the right to award the contract to an offeror who may not be the lowest in price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications. Additionally, Offerors shall be registered with CCR Central Contractor Registration (CCR), in accordance with subparagraph (t) of Clause 52.212-4 of this solicitation, to be eligible for award. FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this order. The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. Electronic proposals are due by 2:30 pm (EST), July 10, 2009, at the following e-mail address: plw9@cdc.gov. Facsimile proposals are not authorized. Proposals received after the time and date set for receipt will not be considered for award. Payments for Line Item(s) will be made on the basis of FFP. FFP payments require completion, delivery and acceptance by the CDC of specific deliverables. The Defense Priorities and Allocations System (DPAS) does not apply. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Initial delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after award. No partial shipments are permitted unless specifically authorized at the time of award. Contract Type: Firm Fixed-Price 1 EA Description of Requirements ATSDR's Geospatial Research, Analysis, & Services Program (GRASP) is on the forefront of the use of spatial analysis tools for public health applications. Other activities include demographic analyses, medical geography, exposure assessment and contaminant modeling. Scientists in the program use US Census data, health outcome data, and contaminant data collected by State and Federal agencies and their contractors to address public health related issues related to potential exposure to hazardous substances in the environment. In addition, field personnel collect spatial data at sites using global positioning system (GPS) technology for integration within the GIS. GRASP provides GIS support to the CDC DEOC and is responsible for staffing field teams and assisting in the operation of field investigations. The rapid response team assists program areas in the analysis of factors related to current disease outbreaks, emergency exposures, and other natural and man-made events, provides technical assistance in the collection of information in a spatial context, and establishes protocols for GIS products and services in the field and in the operations centers. This unit functions as the primary point of contact with NCEH/ATSDR in the areas of terrorism preparedness and emergency response. Since the fall of 2001, the GRASP has been providing GIS support to emergency operations at CDC. When the new DEOC was completed in March of 2003, GRASP GIS has been involved full-time in the events that the DEOC responds to such as the Monkeypox outbreak, West Nile Virus, Hurricanes in Florida, and a number of exercises. GIS is a fully integrated part of the DEOC and may even be thought of as an annex of the main body of the GIS program. The program interfaces with many CIOs to provide the geographic products used in executive level public health management decisions. It is involved with building applications such as the personnel deployment mapping application, which tracks the geographic placement of CDC staff world-wide which helps manage assets in a public health emergency. An integral part of the GRASP is the conceptualization, architecture, and direction of web/desktop-based GIS applications and of web services that make geospatial tools available to program and agency information systems. Additionally, the program maintains the enterprise-grade geospatial data warehouse that serves to create, manage, and store government, commercial and GPS field-derived geospatial data that is used throughout the program and agency in analysis, research, emergency response, and systems integration efforts. Examples of unit-supported GIS applications include web-based interactive atlases, web-based geospatial gazetteers, web services that contain components for spatial analysis and/or reporting, and desktop productivity tools for cartographic production and geospatial analysis. The geospatial data warehouse, which contains base map, socio-demographic, emergency response, environmental, hazard, and health resource data, is used by a wide array of individuals and all of the web-based applications. Objective The objective of the proposed award is to acquire a license for comprehensive domestic GIS data to GRASP for use within GRASP cartographic products, applications, and analytic services.. The offeror shall be required to ensure that the street reference files used within the CDC ATSDR GRASP Centrus geocoding software is completely compatible and entirely locationally-consistent with the proposed product. The street reference files used within the CDC ATSDR GRASP Centrus geocoding software is currently provided by TeleAtlas, Inc. Thus, the offeror must ensure that its GIS data product is entirely locationally consistent with the TeleAtlas, Inc. street reference files OR the offeror must propose a solution in which consistency between the offeror's GIS data product and the street reference files employed within the Centrus geocoding software is guaranteed. The contract stipulates one base period (1 year) with 2 option periods (1 year each). Scope of Work Provide a comprehensive domestic GIS data product and license for use by GRASP. The comprehensive domestic GIS geospatial data shall include a variety of GIS data layers for the United States scaleble to include data for at a minimum of 200 countries worldwide The data shall include geospatial information such as roads, cities, political boundaries, physical features, places, railroads, census boundaries, parks, schools, fire departments, police departments, and hospitals. These data layers are required for GRASP to perform complete and accurates analyses of public health issues such as disease dispersion, environmental health, built environment, health care accessibility, and emergency preparedness & response. Significant level of detail is required to enhance GRASP's ability to develop final products such as maps, analytic reports, and indices on a variety of public health topics. The offeror shall be required to ensure that the street reference files used within the CDC ATSDR GRASP Centrus geocoding software is completely compatible and entirely locationally-consistent with the proposed product. The street reference files used within the CDC ATSDR GRASP Centrus geocoding software is currently provided by TeleAtlas, Inc. Thus, the offeror must ensure that its GIS data product is entirely locationally consistent with the TeleAtlas, Inc. street reference files OR the offeror must propose a solution in which consistency between the offeror's GIS data product and the street reference files employed within the Centrus geocoding software is guaranteed. The Government understands that the proposed data procured will not be able to be seamlessly integrated into the Centrus geocoding software and the Government recognizes the GIS data product must be processed and a derived product must be created for integration into Centrus. In addition to GIS data layers used for a variety of analytic purposes for up to 50 users, the offeror shall be required to provide an "internet" license for the production of up to 1,000,000 maps within internet mapping applications for visualization/display purposes only. The GIS data will not be made fully available to internet users, but will be used for visualization and orientation purposes only. For example, the visualization and orientation maps may provide locational information and limited attribute information, but will not be made available or exposed to the full suite of GIS query and analytic operations that are consistent with the use of GIS in software within a desktop computing environment. Technical Requirements The Contractor shall provide the following during the base year and each option, if exercised: GIS Data to GRASP shall be updated at a minimum of semi-annually. These updates shall include the latest, updated GIS data continually gathered from the field and from other sources then incorporated into the Data Product. Additionally, the offeror shall be required to ensure that the GIS data product and the street reference files (provided by TeleAtlas, Inc.) used within the CDC ATSDR GRASP Centrus geocoding software is completely compatible and entirely locationally-consistent. Electronic GIS data including layers such as roads, cities, political boundaries, physical features, places, railroads, census boundaries, parks, schools, fire departments, police departments, and hospitals. Data shall be provided on DVDs. The GRASP staff load the data into the GRASP GIS Datawarehouse and make it available for all program analysts to employ in a variety of projects. Provide reference manual, users guide and release notes. Deliverables Electronic GIS data including layers such as roads, cities, political boundaries, physical features, places, railroads, census boundaries, parks, schools, fire departments, police departments, and hospitals. Data shall be delivered at a minimum of semi-annually. Reference manuals, user guides and release notes as necessary. Period of Performance The period of service for the base year - Line Item 0001 of this contract shall be for a period of one (1) year from the date of award, unless terminated earlier pursuant to the terms of this contract. This contract also includes two (2) additional twelve (12) month option periods to extend the contract if exercised by the Government. Payment Terms Payment will be made in accordance with the line items established herein and in accordance with FAR 52.232-25, Prompt Payment, which states that the due date for making invoice payments shall be the 30th day after the designated billing office (see block 21 of the order) has received a proper invoice from the vendor or the 30th day after Government acceptance of the services performed by the vendor, whichever is later.
