Description
This is a notice of intent that WR-ALC anticipates issuing a contract for the purchase of obtaining CONTRACT COVERAGE FOR SPECIALIZED ENGINEERING SERVICES IN SUPORT OF THE USM-670 A-10 TPS UPDATE. This effort consists of a period of performance of 12 months of specialized engineering services with 4 non-annual options. Options will be exercised within the 12 month period of performance and only if adequate funding is available. REQUIREMENTS for A-10 Test Program Set Block Cycle Upgrade: The contractor shall perform a block cycle upgrade the A-10 test program. These upgrades shall consist of updates to the ALR-69 portion and the addition of tests to support other A-10 RF systems. The primary target systems to be added include: EGI, ARC-164, and ARC-210. If funded and approved by the government points of contact (POC), the following non-annual options will be included in the upgrade: Option 1: SADL Option 2: TACAN Option 3: ARC-I86, and Option 4: IFF. The new systems, as designated by the government POCs, shall be incorporated into the existing test program. The individual systems shall be selectable via a menu. The TPS section for each system shall be capable of testing the functions as defined in the Test Strategy Report (TSR). The new system Group A tests shall include insertion loss, and may include VSWR, and return loss tests of antenna cables, antennas, waveguides, radomes, splitters, and other radio frequency (RF) components in the entire RF path installed in the targeted system. The sweep test shall detect Group A faults and the associated distance-to-fault. The TPS design shall provide the capability to view insertion loss graphs and distance-to-fault graphs and may provide the capability to view return loss graphs and VSWR graphs. [DI-MGMT-80227] Contract will be for a fixed quantity of 1 LT. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate Sole Source, Other than full and Open Competition to AAI Corporation, Cage Code 97384, in accordance with FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for proposals. All proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition.
