- Recovery Action project entitled “Nanoscale Science Research Centers” involves the purchase of equipment to update, upgrade, or expand capabilities of the Center for Nanophase Materials at the Oak Ridge National Laboratory to conduct leading-edge science and serve users. This equipment includes: 1) Electron Microscope with Soft-Materials Emphasis, 2) Low-Temperature Non-Contact Force Microscopy for Molecular Imaging of Photoactive Interfaces, 3) Two Computational Cluster Units of Oak Ridge Institutional Cluster, 4) Small-Angle X-ray Diffraction for Nanomaterials and Films, 5) In Situ Electron Spectroscopy for Interface States, Magnetism, Catalysis, and Multiferroics, 6) Physical Vapor Deposition Tool for the Formation of Embedded Nanoparticle Assemblies, 7) Variable Temperature STM/AFM Addition to Four-Probe STM for Probing Electronic, Topographic, and Transport Properties in Situ, and 8) Advanced Optical Profilometer with Dynamic 3-D Analysis. The DUNS number is 0991142870000. Rationale for using other than a fixed price and/or competitive award: As the Management and Operating (M&O) contractor, UT-Battelle is responsible for all activities at the Oak Ridge National Laboratory (ORNL) and the facilities located at the site. The Statement of Work (SOW) for the ORNL M&O contract primarily addresses the conduct of basic and applied research and development (R&D) to advance scientific knowledge, the nation’s energy resources, national security and environmental quality and to strengthen educational foundations and national economic competitiveness. However, also included in the SOW are requirements for many other non-R&D types of work consistent with the Department of Energy’s mission. The work referenced in this synopsis has been reviewed by the Contracting Officer and determined to be within existing scope. UT-Battelle anticipates numerous subcontracting opportunities for American Recovery and Reinvestment Act (ARRA) funded projects and plans to conduct competitive, fixed-price procurements for much of the work. Many of the subcontracting opportunities will be directed at small businesses.
