- INTENT TO SOLE SOURCE NOTICE: The Fleet & Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to acquire ONE (1) each of SPIRENT FEDERAL SYSTEMS INC'S "PRODUCTION TEST GPS SIMULATOR WITH 4 CHANNELS OF L1/L2 WITH EMBEDDED CONTROLLER, INCLUDING SIMPLEX35 OPERATING SOFTWARE". Delivery is F.O.B. destination Washington DC 20850-5420 14 weeks after date of contract. THIS PROCUREMENT IS A SOLE SOURCE ACQUISITION WITH SPIRENT FEDERAL SYSTEMS INC, YORBA LINDA, CA under the authority of FAR 6.302-1. SPIRENT FEDERAL SYSTEMS INC is the only known provider of the PRODUCTION TEST GPS SIMULATOR. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within SEVEN (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. We anticipate awarding a firm fixed price contact. This requirement is in support of the U.S. NAVAL OBSERVATORY, Washington, DC.
