Description
The U.S. Geological Survey, Central Region, National Wetlands Research Center, Lafayette, 70506 has a requirementfor a continuation of assessment of wintering water fowl use of Wetland Reserve Program sites in the Central Valley of California. This procurement will use Dopler weather data to assess wintering waterfowl use of Wetlands Reserve Program. The contractorshall be a radar ornithologists who is able to work with Level II weather radar data and possess the unique knowledge required to couple this high resolution data with biological and landcover datasets. The proposed contract for services for which the Government intends to solicit and negotiate with only one source, University of Delaware located at 162 Hullihen Ct Rm 112, Newark, DE 19711-3649. Based on inforamtion available and due to continuation of project under the authority of FAR 6.302. However, other interested concerns having the ability to furnish these services may submit a capabilities statement to the USGS Contract Specialist by email gwalker@usgs.gov no later than July 6, 2009 at 3:00 PM Mountain Time. This notice of intent is NOT a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered for future requirements by the Government. All responses shall include literature, brochures, and other materials that respond to this requirement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice may represnet the Government's only official notice of this procurement.
