Description
The National Institutes of Health, National Heart, Lung, and Blood Institute’s (NHLBI), Translational Medical Branch (TMB) is seeking to purchase a Biplane X-ray Angio System for cardiovascular intervention, investigational X-ray/MRI fusion, and support of interventional MRI system. The TMB has taken a leading role in developing advanced cardiac imaging methods and minimally invasive interventional procedures. This work has included some of the first XFM-guided (X-ray Fused with MRI) and wholly real-time MRI guided vascular interventional procedures in humans, as well as preclinical development of a novel treatment for ischemic mitral valve regurgitation. TMB is staffed by a large team of physiologists, engineers, physicists, and physicians spanning a wide range of interests ranging from sub cellular metabolism to human diagnostic imaging and catheter-based interventions. TMB requires a new X-ray fluoroscopy system to introduce new capability for image-guided intervention. Flat-panel X-ray detectors are necessary for further development and application of intramural XFM (X-ray Fused with MRI) technology. The Biplane X-ray Angio system is necessary for treatment of structural heart disease, congenital heart disease, and for sparing iodinated radiocontrast in patients. This new technology would be combined with the current X-ray and MRI interventional suite. The upgraded X-ray system and patient table must operate seamlessly with the existing interventional Espree MRI system using either the existing MiyabeMR intermodality patient transport system or with a superior alternative. The system shall support the following: (1)Clinical – coronary diagnostic and interventional procedures; peripheral vascular interventions; structural and congenital heart clinical and investigational interventional procedures; X-ray interventional procedures guided in part by MRI-derived roadmaps (X-ray Fused with MRI or XFM); combined X-ray and real-time MRI investigational interventional procedures; cardiac electrophysiology interventional procedures; image-guided non-cardiovascular tumor ablation procedures (2)Pre-clinical (large animal investigational transcatheter procedures) – X-ray; XFM; real-time MRI A market survey is being conducted to determine the availability and potential technical capability of small business manufacturers to provide the Biplane X-ray Angio system. Based upon the responses to this market survey, the NHLBI will determine if the requirement is suitable for set-aside to a small business organization. The intended procurement is classified under North American Industry Classification Systems (NAICS) code 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 500 employees. The NHLBI anticipates one fixed-price commercial item contract award on or about November 1, 2009. The delivery date will be negotiated. If your organization has the capacity to manufacture, deliver, and provide installation of the system above, please provide the following information: 1) organization name, address, e-mail address, website URL, and phone number; 2) size and type of ownership of your organization, i.e., large business, small business, small disadvantaged business, 8(a), woman-owned, HUBZone concern, veteran and/or service-disabled veteran; 3) business size information including annual receipts (average gross revenue) for the last three years, and whether or not your organization has been approved as a small business by the SBA under the NAICS code referenced above; and, 4) tailored capability statements addressing the specific requirement above, including appropriate documentation supporting organizational and staff capability. Firms responding to this market survey are encouraged to structure capability statements providing the business information requested above and the Biplane X-ray Angio system product information and descriptive literature. Firms should provide an electronic copy of their capability statement to magginaj@nhlbi.nih.gov. The statement is expected to be brief, i.e., not to exceed ten pages, keeping in mind that it must be thorough, providing sufficient details to determine technical capability. Capability statements should be received on or before July 6, 2009,12:00 p.m. EST. There is no solicitation at this time. This request for capability statements does not constitute a Request for Proposals and submission of any information in response to this market survey is voluntary.
