- Description
- The Recovery Action project entitled “Modernization of Laboratory Facilities (MLF)” involves the construction of a laboratory building, consisting of 120,000 to 160,000 gross square feet, at the Oak Ridge National Laboratory (ORNL). This facility will provide modern, 21st-century laboratories, with associated space for support functions, for materials and chemical research and development use. The design will use modern, efficient lab planning benchmarks as the basis for determining the size and configuration of space types. The design of the facility will also emphasize more open, collaborative environments and flexibility to respond to future mission changes. In addition to the research laboratories, the facility will include lab offices for researchers, small group conference rooms, equipment areas, restrooms, circulation space, and any needed supporting infrastructure. The design will incorporate all current applicable codes; standards; best management practices; meet sustainability principles and environment, safety, and health (ES&H) features; and implement Integrated Safety Management at all levels in a new state-of-the-art facility. This facility will be designed and built to meet LEED gold. The DUNS number is 0991142870000. Rationale for using other than a fixed price and/or competitive award: As the Management and Operating (M&O) contractor, UT-Battelle is responsible for all activities at ORNL and the facilities located at the site. The Statement of Work (SOW) for the ORNL M&O contract primarily addresses the conduct of basic and applied research and development (R&D) to advance scientific knowledge, the nation’s energy resources, national security and environmental quality and to strengthen educational foundations and national economic competitiveness. However, also included in the SOW are requirements for many other non-R&D types of work consistent with the Department of Energy’s mission. The work referenced in this synopsis has been reviewed by the Contracting Officer and determined to be within existing scope. UT-Battelle anticipates numerous subcontracting opportunities for American Recovery and Reinvestment Act (ARRA) funded projects and plans to conduct competitive, fixed-price procurements for much of the work. Many of the subcontracting opportunities will be directed at small businesses.
