- Description
- The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with Thomson Reuters (Scientific), Inc. 3501 Market Street Philadelphia, PA. The University Science Indicators (USI) and the Institutional Citation Reports (ICR) are used to analyze and extract data on the impact of NIST publications to demonstrate the utility and relevance of NIST technical publications, and to show state collaborations. This requirement also includes the new Conference proceedings Citation Index (CPCI), which will provide NIST with a broader set of research papers to extract impact data, especially for those in the engineering area. The USI is essential for reporting the year end data associated with one of NIST’s performance measures under the Government performance and Reporting Act, “Citation impact of NIST-authored publications.” This information is reported in several external documents in response to this Act, including the Annual Performance and Accountability Report and the Annual Performance Plans submitted with the Budget Request which is sent to DoC, OMB, and Congress. The ICR includes the detailed information used to generate the USI and is essential for producing more comprehensive analyses on the impact of NIST technical publications. For example, the names and addresses of specific organizations associated with authors that cite or co-author NIST papers help to demonstrate the nation-wide impact of NIST illustrated on U.S. maps used in presentations on NIST impact. This data will be expanded to include the Conference Proceedings Citation Index (CPCI), information. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b) because the Government has not identified any other sources that can meet the requirements specified above. Interested concerns may identify their capabilities by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide these services. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
