Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote number W912L7-09-T-0033 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. The Tennessee Army National Guard has the following requirements. This requirement is being advertised unrestricted; the North American Industry Classification System (NAICS) code is 238210. All offers, shall be considered by this Agency. The following Federal Acquisition clauses are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items (Sep 2006); Offerors shall provide a completed copy of the provision at FAR 52.212-3. Quotes shall contain the following salient characteristics to be considered technically acceptable for this requirement; salient characteristics found below in Statement of Work. Please provide Dunn and Bradstreet number (DUNS), Federal tax identification number and CAGE code; the vendors Offeror Representations and Certifications (ORCA) shall be completed at https://orca.bpn.gov/ prior to submission of quote. Please submit signed and dated quotes on company letterhead with unit prices, unit total prices, and delivery direct to Nashville, Tennessee, estimated time of performance and total offer amount. Project: Tennessee National Guard Headquarters Presentation Systems Statement of Work Project Overview: The Tennessee National Guard (TNNG) has several new classrooms with various capabilities to serve its needs. To improve these classrooms, Presentation Systems will be added for instructors to use to control the room as well as conduct briefings and classes. The term system is a general term referring to the wiring of a room for various Audio/Visual applications. Some of the rooms do not require a projector or speakers. For these rooms, a floor cabinet would suffice to house all the necessary wiring and components. Site Visit A site visit shall be conducted on July 7, 2009 at 1:00 p.m. CDT. Please contact Jane Swafford at 615-313-0530 if you request to be added to the list for the site visit. Scope: Specifics for each room will be listed by room number. Items 6 through 11 apply to the entire scope. 1)Room 106 a)Provide and install a Wall Mounted Control Cabinet. The cabinet will contain the following items: i)Push Button Control Panel ii)A/V Switcher iii)Power Conditioner iv)DVD/VCR Combo with Tuner The Cabinet will have the following salient characteristics: "Wall Mounted "Hinged Door to cover contents; smoked glass/plastic "Key/Lock Access/Security b)Provide and Install a Push Button Control Panel. The control panel will have the following salient characteristics: "Display ON/OFF Buttons "Source Device Buttons VCR, DVD, PC "Display Mute Button "DVD Controls "TV/VCR Controls "VCR Controls "Tuner Controls "Volume Controls "Support RS-232 and IR controls c)Provide and Install Audio/Video Switcher. The switcher will have the following salient characteristics: "Audio inputs for DVD, VCR, Tuner, and PC "Audio Output to Front Wall Mounted Speakers "Video inputs from DVD, VCR, Tuner, and PC "Video Output to Ceiling Mounted Projector "Supports RS-232 and IR Controls d)Provide and Install Audio Amplifier. The amplifier will have the following salient characteristics: "100 Watts per Channel "Quiet output with professional grade signal-to-noise performance "Automatic Clip Limiter "Multiple protection circuits e)Provide and Install Power Conditioner. The power conditioner will have the following salient characteristics: "Provide power outlets for all devices within the control cabinet "Provide constant 110 AC power "Prevent power surges from damaging equipment f)Provide and Install DVD/VCR Combo Player with Tuner. The player will have the following salient characteristics: "DVD Playback formats: Region 1 DVD, VCD, CD, DVD-R, DVD+R, DVD-RW, DVD+RW "VCR Playback format NTSC, 4 Heads, VHS "Programmable Television Tuner; all programming within the TNNG is an analog CCTV coax system. g)Provide and install Ceiling Mounted Projector. The projector will have the following salient characteristics: "3500 4000 Lumens "XGA, RCA Inputs "16:9 Format "1080p Resolution capable "Power Save Features h)Provide and install all necessary hardware to mount Ceiling Projector i)Provide and install Wall Plate for connecting to control cabinet. The wall plate will have the following salient characteristics: "Input: HD-15 Female connector and 3.5 mm stereo jack "Output: 5-BNC Female Pigtails; audio on captive screw connector "Compatible with VGA-UXGA "250 MHz (-3 dB) RGB video bandwidth j)Provide one (1) HD-15 Male with 3.5 mm Stereo Audio Plug to HD-15 Male with 3.5 mm Stereo Audio Plug, 10 ft length. These cables will provide access to the control system as well as to the 52 TV installed within the room. k)Provide and install Wall Mounted Speakers. The speakers will have the following salient characteristics: "Compact full-range speaker "3 (7.6cm) full-range driver with a tuned bass reflex port "Frequency response: 75Hz to 18kHz "Internal driver overload protection "Dimensions: 8.75 H x 5.75 W x 5.6 D l)Provide and install any necessary power for locations of control cabinet and projector. Outside contractors are authorized. m)Provide any necessary programming for the control system n)Provide any additional wiring or hardware that may be needed to ensure proper operation or installation of the system. The coax needs to be contained and accessed through a wall plate. d)Provide and install a floor cabinet. The floor cabinet will have the following salient characteristics: "Will house a DVD/VCR Combo Player "Will house a HD-15 Male and 3.5 mm Stereo Plug Cable for a GF Laptop. e)Provide and Install DVD/VCR Combo Player with Tuner. The player will have the following salient characteristics: "DVD Playback formats: Region 1 DVD, VCD, CD, DVD-R, DVD+R, DVD-RW, DVD+RW "VCR Playback format NTSC, 4 Heads, VHS f)Provide and Install a direct connection from the DVD/VCR Combo Player (item e) to the 42 HDTV (item b). This connection needs to run through the wall where the cabinet will be located, over the ceiling, and through the wall into the 42 HDTV inputs. g)Provide and install a direct VGA/Audio connection from the Cabinet to the 42 HDTV. This connection will be from the cabinet, through the wall, over the ceiling, and into the HDTV inputs. The connection will have the following salient characteristics: "HD-15 Male to HD-15 Male VGA Cable "3.5 mm Stereo Plug to 3.5 mm Stereo Plug 4)Room 401-G a)Provide and install a floor cabinet. The floor cabinet will have the following salient characteristics: "Will house a DVD/VCR Combo Player "Will house a HD-15 Male and 3.5 mm Stereo Plug Cable for a GF Laptop. b)Provide and Install DVD/VCR Combo Player with Tuner. This connection will be from the cabinet, through the wall, over the ceiling, and into the HDTV inputs. The connection will have the following salient characteristics: "HD-15 Male to HD-15 Male VGA Cable "3.5 mm Stereo Plug to 3.5 mm Stereo Plug 5)Room 410 a)Install GF 42 HDTV and wall mount in pre-determined location. HDTV will come from room 203. b)Install GF 26 HDTV and wall mount in pre-determined location. HDTV will come from room 308. c)Provide and install RG6 Quad Shielding Coaxial Cable to items a and b. Coax must be contained and accessed through a wall plate. 6)Provide and install any necessary power outlets or wiring for proper operation. 7)Provide and install any data ports or cable needed for proper operation. Please note, NO WIRING OR CABLES should be visible when job is complete. If installation in ceiling and walls are necessary, supply any needed materials for clean and controlled installation. NO WIRING/CABLES SHOULD BE DRAPED OVER CEILING TILES. 8)Provide at least a one (1) year warranty on all parts and labor. 9)Provide and install any necessary hardware or cables to ensure proper operation. 10)Provide any necessary training and instruction to essential personnel. 11)Vendors should have recent and relevant past performance. Recent is defined as having performed this type of work within the past two (2) years. Relevant is defined as having performed a classroom instructor station installation of at least Eighty Percent (80%) of the dollar value of the vendors proposal. Proposals Vendors shall submit two (2) proposals in response to this solicitation: a pricing proposal and a technical proposal. 1)Pricing proposal shall consist of an itemized list of all parts and labor proposed for the project as well as total cost. 2)Technical Proposals shall consist of the following: a.A list of all parts identified by brand name, model number and quantity that shall be installed for this project. b.A maintenance plan evidencing the vendors ability to respond within the required time frame c.The Vendors proposed warranty d.The vendors proposed installation schedule
