- Attachment J.11 Attachment J.10 Attachment J.9 Attachment J.8 Attachment J.7 Attachment J.6 Attachment J.5 The purpose of this RFP No. 306-09-0505 is to provide support for Municipal Governance Program in Afghanistan. The United States Government, represented by the U.S. Agency for International Development (USAID) Afghanistan/Office of Acquisition & Assistance and in conjunction with the USAID/Afghanistan Office of Democracy and Governance (ODG) intends to award a contract for the Municipal Governance Support Program for Afghanistan (MGSPA). You are invited to submit a proposal in accordance with the requirements of this RFP. This procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, or non-profit organizations) is eligible to compete. The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 shall apply. It is anticipated that award will be initially for one year plus four options years and a total valve of between $120 to $145 million dollars. Cost proposals shall be evaluated as a part of a Best Value determination for contract award. Written questions must be submitted to the attention of the Contracting Officer, Mr. Gregory E. Taitt at gtaitt@usaid.gov and Acquisition and Assistance, Ms. Ousay Wahaj at owahaj@usaid.gov no later than July 12, 2009. Offerors are encouraged to read the entire solicitation, which includes the closing date and time, all pertinent contract requirements, and the conditions and instructions required for submitting a proposal.
