Description
Changes in Bold Print. 1. CONTRACT INFORMATION: Architect-Engineer (Construction Management) services will be procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 for construction management services for various military (85%) and civil works (15%) projects within the State of Hawaii, but may include other locations within the Pacific Ocean Division (POD) Area of Responsibility. An Indefinite Delivery Contract will be negotiated and awarded with a period not to exceed 5 years. The amount of work under the contract will not exceed $5,000,000.00 with 2 options of $3,500,000.00 each which may be exercised at any time during the contract period. The Government obligates itself to obtain no less than $100,000.00 in services. The contract is anticipated to be awarded as early as October 2009 however not later than one year from the closing date of this announcement. The intent is to award one contract for this work. This is a competitive procurement set aside for Small Businesses. 2. PROJECT INFORMATION: Services include, but not limited to, furnishing all necessary management, supervision, labor, transportation, materials, equipment, and incidental services to provide construction management services for various projects. Construction Managers, Project Engineers, and Quality Assurance Representatives/Inspectors will be required for pre-construction award, construction administration, and quality assurance functions. Schedulers and Cost Engineers will also be required. 3. SELECTION CRITERIA: The PRIMARY selection criteria listed in descending order of importance are: (first by major criterion and then by each sub-criterion) (a) Qualifications of Personnel to be assigned to this contract. (1) The evaluation will consider the offeror's experience in construction management services. (2) The evaluation will consider the education, training, registration and overall relevant experience of the offeror's proposed personnel; (b) Past Performance of similar work within five years. (1) The evaluation will consider relevant past performance of the prime A-E contractor as documented in the Past Performance Information Retrieval System (PPIRS) database. (2) The evaluation will consider past performance from sources other than PPIRS such as customer surveys; (c) Capacity of the firm to accomplish the work; and d) Knowledge of the locality of the projects. The evaluation will consider the offeror's familiarity with the site conditions in Hawaii and the Pacific Region. SECONDARY selection criteria, to be used as "tie-breakers" among technically equal firms, are listed in descending order of importance as follows: (a) Location of the firm; (b) Volume of recent DoD work; and (c) Participation of small business, small disadvantaged business (SDB), historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: Firms desiring consideration must submit a Standard Form 330 no later than 4:00 p.m., Hawaiian Standard Time, by 21 July 2009 or within thirty (30) calendar days from date of this announcement, whichever is later. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. There is no page limit, and no required font or margin size. Submission must be readable. No more than five (5) example projects shall be listed in Section F of the SF 330. An Indefinite Delivery Contract (IDC) listed in Section F will not qualify as a project, however, individual projects (no more than 5) awarded by IDC task orders will be considered. Additional example projects, if listed in Section H, will not be evaluated. Submittals will be sent to U.S. ARMY ENGINEER DISTRICT, HONOLULU, BUILDING 230, ROOM 205, ATTN: CEPOH-EC-M, FORT SHAFTER, HAWAII 96858-5440. Small and disadvantaged firms are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. All interested parties are reminded that the successful contractor will be expected to place subcontracts to the maximum possible extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. All contractors are advised that registration in the DoD Central Contractor Registration (CCR) database is required prior to award of a contract. Failure to be registered in the DoD CCR prior to award may render your firm ineligible for award. Information about CCR can be found by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Request for Proposal No. W9128A-09-R-0022 shall be utilized to solicit a proposal from the firm selected. This is not a request for a proposal. 5. Questions & Answers: a. What is the page limitation (total page count) for this SF330 proposal? See amended paragraph 4 above. b. Is there a page limitation for each section of the SF330? I noticed that this announcement calls for 5 projects, are these project write-ups limited to one-page? See amended paragraph 4 above. c. Does the page limitation include the cover, transmittal letter, SF330 Part IIs, etc.? See amended paragraph 4 above. d. What are the formatting limitations of this SF330 proposal? (i.e. margin specifications, font size limitations, etc.) See amended paragraph 4 above. e. We intend to pursue the subject solicitation seeking construction management services. We currently have a contract with NAVFAC for similar work. At this time, we want to ensure that since we intend to continue doing construction projects as a general contractor for the USACE that there will be no conflict of interest should we also succeed in being on the A&E IDIQ. We fully understand that USACE would not likely permit a project to be administered as well as performed by the same company. However, we see no conflict of interest if our CM branch is assigned to oversee projects that do not involve our firm as a general contractor on the construction side. Your concurrence on the above is appreciated before we begin work on our response to this presolicitation. The A-E firm will not perform the construction management on its own construction work. f. If we already have a construction contract with the ARMY, and are already working on your bases, would it be conflict of interest to pursue this solicitation? No. g. What are the specific types of projects are you looking for? See amended paragraph 1 above. h. Is this contract more vertical construction (buildings, dormitories/barracks) or horizontal construction (highways, dams, levees) focused? See amended paragraph 1 above. i. Was there a specific reason to use NAICS code 237990 versus NAICS code 236220 for this Construction Management opportunity? It was determined NAICS Code was the appropriate code for the solicitation. j. Are you thinking of extending the due date for submission of this opportunity? No. k. Solicitation Para 4 states: "Additional example projects, if listed in Section H, will not be evaluated." Can short examples or cameos of relevant experience (not long one-page project write-ups like Section F) be used to demonstrate specialized experience in Section H? No. See amended paragraph 4 above.
