Description
Draft Solicitation REQUEST FOR INFORMATION/DRAFT SOLICITATION FOR MCC ARCHITECT/ENGINEER SERVICES Summary: The Millennium Challenge Corporation (MCC) is issuing this Request for Information (RFI) and Draft Solicitation for furnishing Architect/Engineer (AE) services in support of Compact Development and Implementation. This is a Request for Information. This is NOT a solicitation for proposals, proposals abstracts, or quotations. The purpose of this RFI is to solicit informal expressions of interest and comments on the draft Solicitation from potential contractors and other persons interested in helping MCC formulate its requirements before putting out a final Solicitation on a full and open basis. Dates: Written comments must be postmarked, and electronic comments submitted, by July 27, 2009. Address: Electronic responses are preferred and may be submitted to hutchinsonc@mcc.gov. Written comments may be sent to the attention of Cecil E. Hutchinson, Contracts and Grants Management Division, Millennium Challenge Corporation, 875 Fifteenth Street, NW, Washington, DC 2005. Oral submissions will not be accepted. Background: The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC implements an innovative foreign assistance program designed to "reduce poverty through sustainable economic growth" in some of the poorest countries in the world. A more complete explanation of the MCC Program and process is found in Attachment A. As part of this foreign assistance program, MCC utilizes the services of AE firms to review, develop and supervise various infrastructure projects. MCC currently has multiple award (20) AE IDIQ contractors providing services to the foreign assistance program that are nearing the end of their usable period and need to be replaced. Purpose and Objectives: The purpose of this RFI is to gather expressions from industry concerning interest in providing AE services to MCC and to receive industry comments on the attached Draft Solicitation Documents ( Attachment A ). MCC is more interested in improving the content, approach and direction of the documents versus an editorial review of the solicitation. However, you are welcome to submit questions to resolve ambiguous information that is not clearly addressed in the solicitation. All submissions will be considered in revising the Draft solicitation, but no written responses or answers will be separately provided to responders. Project Requirements: The vast majority of countries eligible for MCC funding have requested assistance in addressing local infrastructure needs. As such, MCC requires architect-engineering (A-E) support for a range of engineering services and other consulting services in connection with the development, assessment, monitoring, and evaluation of infrastructure projects in countries that have signed Compacts or are in the process of developing proposals and Compacts. MCC requires these A&E services in (i) Compact Development; and (ii) Implementation Oversight. MCC intends to award multiple IDIQ contracts to provide these services. A more complete description of services sought is in the Draft Solicitation, (Attachment A ) SECTION C - DESCRIPTIONS/SPECSIFICATIONS/WORKSTATEMENT. Anticipated Period of Performance: The contracts are anticipated to be awarded for one base year and four option years. Information Sought: Comments on the Draft Solicitation are particularly sought in the following areas: 1. Opinions about the scope of services needed, omissions or services not normally available to prospective firms; 2. Alternate approaches (within FAR constraints) to obtain the required services, that allow flexibility in terms of the work to be performed. 3. Preferred organizational structure of service providers, i.e. Joint Venture, Teaming, Subcontracting, etc. 4. Opinions about the selection criteria; importance, adequate description, appropriateness, etc. 5. What an optimum number of IDIQ awards may be, and: 6. Alternate pricing approaches; Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the revision of the draft solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of the information obtained will be announced to the public in Federal business Opportunities in accordance with the FAR Part 36. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
