- The following are questions that have been submitted for the AE IDIQ VA-250-09-RP-0152. Question 1: The solicitation mentions disciplines such as National Environmental Policy Act, Historic Preservation, and Energy. Do you want a specific person on our team to specialize in these fields? Our firm has extensive experience in these disciplines, but wanted to be sure you aren't looking for any specific specialists to be listed in these fields. Answer 1: As listed in the solicitation we are looking for firms with experience in the disciplines that were listed, including the ones mentioned in the question. Experience is one of the evaluation factors that will be considered in the evaluation. Question 2: Will there be two separate solicitations for IDIQ's or are the two pre-solicitations listed on FBO, VA250-09-RP-0143 and VA250-09-RP-0152, referring to the same solicitation? Answer 2: These are two different solicitations on FBO asking for different types of IDIQ contracts, as listed in the synopsis. Question 3: In the solicitation the above references IDIQ's state "A/E firms are required to submit their proposals electronically. The proposal must include four copies of the SF 330" Do you want four copies of the same file saved in the zip file that is submitted? Answer 3: The answer to this question was addressed in the modification on June 5, stating that firms must submit 4 copies of their SF 330's to the attention of Don Marsh, Contract Specialist Intern, 90 C, VA Medical Center, 10000 Brecksville Road, Brecksville, OH. No electronic copies will be accepted. Question 4: Why are there two separate solicitations for the same descriptions with different fee structures, or should we be responding to these separately? Answer 4: There are two separate IDIQ solicitations because we are seeking two different pricing levels, $0-50,000 and $50,000-$999,999. These should be responded to separately. Question 5: Do you want submittals to be sent electronically or do you want the 4 hard copies? Answer 5: The VA wants all submissions to be hard copies, as answered in Question 3. Question 6: We have a branch office within the 50-mile geographical radius. Can we submit our qualifications through our branch office? Answer 6: Yes, the branch office will be counted as within the 50-mile radius. Question 7: Is it necessary that any consultants listed under us on our project be registered in CCR? Answer 7: Only the prime must be registered under CCR. Question 8: This IDIQ states that other disciplines may be required and "shall be provided as consultants to the lead architectural firm" This implies that only architectural firms can submit as prime. Is that the intent of the VA or can engineering firms submit as prime? Answer 8: Both types of firms can submit as the prime, and they will be evaluated on how their SF 330's describe how they will support the other disciplines.
