- Design and construction of a new Community Activity Center/Dining Facility at Niagara Falls ARS, NY. The new joint use facility will be approximately 19,870 SF and will house a Base Community Activity Center, Dining Facilities, Bar/Lounge, and administrative offices. This facility will seat approximately 350 individuals for meals. The facility shall be a steel framed structure consisting of a concrete spread footer foundation system, masonry/brick veneer exterior, pitched asphalt shingled roof, slab on grade. The facility shall incorporate a shared kitchen, dining area, serving lines, receiving/issue storage, restrooms, mechanical room, electrical/communication room, offices & administrative areas for each occupying function, and a lounge/bar operated by NAF. Also included in this project shall be all utilities, infrastructure, interior/exterior finishes, HVAC, site restoration, handicap accessibility, restrooms, and demolition of the current/existing Dining Facility. Furniture will be purchased and installed by other contract. The estimated price range is between $5,000,000 and $10,000,000. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach. The proposal for this procurement consists of the following: Experience of the Prime Contractor and Design Team; Past Performance of the Prime Contractor and Design Team, Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses; Technical Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Subcontracting Information; Bonding Information, Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size standard is $33.5M. This is an UNRESTRICTED procurement. Contract duration for design and construction is approximately 589 days. Approximate issue date is 13 July 2009 and approximate due date for proposals is 13 August 2009 at 2:00 p.m. Louisville Time. This project is scheduled for award in October 2009. Award of the construction contract is Subject to the Availability of Funds. All bidders should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals. Project documents will be web only.
