Description
RECOVERY PROJECT-Construction Project 656-07-124ES, Upgrade Heating, Ventilation and Air Conditioning System in Basement Building 29. This solicitation is issued as an IFB (Invitation for Bid) construction contract, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 238220, along with size standard $14 million applies. The procurement is entitled 'Upgrade Heating, Ventilation and Air Conditioning System in Basement Building 29' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to completely demolish existing air cooled condensing unit located on the southeast side of Building 29 and three (3) other existing condenser units located to the west and east of the building. Demolish all associated piping, electrical and concrete pads. Move existing chiller from its stored location to the new location designated on the south side of building 29. Work will consist of the demolition of certain items, alterations and relocation of steam lines, electrical/control wiring, lighting, ACT ceiling, cable trays, and modification and relocation of other items necessary for the installation of a complete HVAC system. Provide and install new ducts, registers, piping, electrical conduit, wiring, controls, and lighting; additional trenching, excavation, concrete forms, concrete work, masonry, ACT ceilings, carpentry, painting, landscaping, fencing, and the reinstallation of certain items will be necessary, in accordance with the contract documents and specifications. Prior to bid submittal it will be essential that contractors make a site visit and survey the existing conditions that affect construction and installation for this project.All work is to be completed as shown in the contract drawings and specifications. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website. Bidders are advised that they are responsible for obtaining all amendments. Contract completion time is 270 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000 and $1,000,000.00. Requests for hard copy solicitation documents must be in writing to the Contracting Officer and accompanied by a nonrefundable check for $20.00 made out to the Department of Veterans Affairs. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All questions must be submitted in writing. The solicitation will be issued on/about May 15, 2009. A pre-bid meeting/walkthrough is scheduled for Thursday, May 28, 2009 at 2:30PM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on Monday, June 15, 2009. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds. Disregard combined synopsis/solicitation number VA-263-09-RA-0182 of the same name, as that advertisement was incorrect. This is the correct solicitation number VA-263-09-RA-0184 with solicitation documents to be issued on/about May 15, 2009.
