- This is a "sources sought" notice. We are looking for hubZone businesses. If you can meet the sources sought criteria, have the resources or can obtain them, plus bond a project of this magnitude, (1 to 5 million) please demonstrate your capacity and respond timely with specific information requested in the FBO's "sources sought" (www.fbo.gov ) Please follow instructions to detail - be timely - magnitude will not allow a sole source - we need reasonable expectation of 2 or more technically qualified firms that will bid and can come in at fair market value to allow for a set-aside to HubZone businesses. Help us out if interested. FOLLOW DIRECTIONS please. Read "Title 13: Business Credit and Assistance § 126.700, "What are the performance of work requirements for HUBZone contracts?" THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, SET-ASIDE (Details Below).THIS IS NOT A SOLICITATION FOR BIDS. Prime Contractors who are HUBZone small businesses, and who intend to submit a bid for this solicitation MUST submit the following by e-mail to Gloria.Hutchinson@warren.af.mil or by telefax to 307-773-4636 (Attn: Gloria Hutchinson)for receipt by close of business (4 p.m. local Cheyenne, Wyoming time) on 6 July 2009: (1) A positive statement of your intention to submit a bid for thissolicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification. This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) A detailed descriptions of projects your firm has completed as a prime contractor which are similar in scope to the work outlined under PROJECT DETAILS below. A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: This project provides exterior and interior painting of office and shop buildings on F.E. Warren AFB and will be a fixed price requirements contract. It includes surface preparation, priming and minor repairs. It includes painting of missile alert facilities (MAFs) at locations in the tri-state area (Wyoming, Colorado and Nebraska); only one per year is projected. The estimated square feet that will require preparation and paint is 80K for exterior and 140K for interior. The contractor is required to provide all paint and other materials, tools and equipment. The period of performance will be a basic one year period with 4 one year options. This project uses operational and maintenance funds. Advertisement is expected in July of 2009.
