- Synopsis Solicitation Number AG-04R3-S-09-0040 Response Date: 08/3/2009 Solicitation Issue Date: 07/13/2009 100% Set-Aside for HUBZone NAICS: 115310 Forestry Services, $16.5 million WHITMAN PRESUPPRESSION CREW CONTRACT ON THE WALLOWA-WHITMAN NATIONAL FOREST This solicitation will result in a single award IDIQ contract with a minimum obligation. This contract is designed to provide wildland firefighting crew services including preparedness, pre-suppression, initial attack, containment, mop-up and patrol on fires within the Wallowa-Whitman and Umatilla National Forests initial attack response areas. During the performance period of July 1 through October 30, Contractor’s crew shall be available to perform Fire Preparedness activities. The period during which work will actually be performed will be dependent on fire season severity and will be designated by the Government in a written task order(s). There is no guarantee of full-time work for the entire performance period. Availability of contractor’s crew outside the performance period is optional and will become effective upon acceptance of a task order by the Contractor. Preparedness activities may include fuels management work such as slashing, lopping and scattering, pruning, fuel modification zone construction and maintenance, hand piling and covering slash, pre-burn fireline construction and maintenance, fuels pullback, prescribed burning and mop-up, brushing roads and trails, activities related to burned area rehabilitation and restoration, and other normal Forest Service activities for laborers. Written specifications for these tasks will be provided with subsequent task orders. These activities may require the use of Contractor provided tools and equipment, Personal Protective Clothing and Equipment, see attached Interagency Crew Inspection Form. At least two chainsaws with experienced operators shall be available on the crew at all times. When saw work is scheduled, Contractor shall provide sufficient fuel and oil to work for an entire day. Performance Levels for these activities shall be approximately: Fireline trail building – ¼ mile per person per day. Fuels reduction, limbing, pruning – 1/3 acre per person day Piling and burning – 1/3 acre per person day Slash burning and mop-up – 1/3 acre per person day Fire Patrol – variable Road side brushing – variable The Contractor shall provide all services, supervision, equipment, supplies, transportation, and trained personnel necessary to meet the contract specifications. All personnel and equipment offered shall meet the requirements and be on the ODF Northwest Interagency Crew Agreement.
