Description
The U.S. Department of Transportation, Maritime Administration (MARAD) through RFP DTMA1R09030 is seeking professional architect-engineering (A/E) services to perform an engineering survey of the Poland Avenue Wharf (Berths 1 through 5) located in New Orleans in New Orleans, Louisiana. The concrete, steel and timber piers are in need of repair, and the purpose of the engineering survey will be to determine and document the condition of the existing structure, determine load limitations based on its current condition, and provide recommendations for repair/replacement of the pier in order to achieve future serviceability consistent with the intended use of the piers. Additionally, the selected A/E firm is to prepare a repair plan. As-built plans of the existing structures are incomplete. A firm-fixed price contract is contemplated. The estimated price is between $500,000 and $1,000,000. The estimated start and completion dates are September 30, 2009 and December 1, 2009. The selected firm will provide a comprehensive survey report on the current condition of the pier using the following techniques: 1. core and assay creosote-treated timber piles to determine material loss and life expectancy of the structure taking into account the effectiveness of residual creosote treatment; 2. visual inspection of above water portions of the structure and probing for soundness; 3. photography to document conditions found where practical; 4. underwater portions of the structure are to inspected generally in accordance with the "ASCE Manual and Reports on Engineering No. 101: Underwater Investigations, Standard Practice Manual". The survey report will set forth recommended actions for repair or replacement of the pier structure necessary to achieve future serviceability. The selected firm will provide a comprehensive repair plan. Repair plan to be complete with written specifications, construction level drawings and detailed estimate of repair costs. Repair plan to be set up for work to be accomplished in phases as agreed upon by MARAD. When responding to this announcement, firms should fully address their capability and qualifications with regard to each of the evaluation criteria specified below. Firms should submit their complete qualifications as they may be evaluated solely on their written responses to this announcement. Firms interested in submitting their qualifications for this procurement must a Standard Form (SF) 330, Architect-Engineering Qualifications Form with supplemental forms as necessary. (These forms may be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF). Qualifications submitted on a SF 330 will be reviewed and evaluated to qualified firms. Firms must fully address their capability and qualifications which will be measured against the six (6) evaluation factors listed below: 1. Qualifications: Overall professional qualifications of staff, principals and, project managers; and qualifications in commercial pier survey and design for facilities serving large ocean-going vessels; 2. Experience and qualifications of the proposed staff in performing engineering surveys of concrete, steel and timber commercial piers. The surveys may consist of new designs, expansion of existing facilities, or renovation projects. The firms should have experience designing in metric and English units of measurement. Professionals in the following disciplines: civil engineering, mechanical engineering, electrical engineering, structural engineering and environmental management will be licensed as appropriate; 3. Past Performance: Past performance with government and private industry contracts on projects related to medium and large waterfront structures. (Includes quality of work; compliance with schedules; and providing solutions within specified budget and design parameters.); 4. Capacity: Firm's capacity to accomplish the work in the required time; overall project management methodology; Quality Assurance/Quality Control procedures to ensure applicable codes and standards are met in the design; 5. Geographical Location: Firm's accessibility to the Poland Avenue Wharf, New Orleans, LA with regard to travel time and communication ability between the firm and its consultants and proximity of the firm's and consultant's offices to the project's location; 6. Workload: Volume in appropriate unit of measurement (e.g. man-hours, number of jobs, etc.) of awarded work in the past 12 months.
