- The Naval Facilities Engineering Command (NAVFAC) Sealift Support Program Office (SSPO) has a requirement for the redesign and fabrication of the new ELCAS fender pontoon connector system. This will be a competitive, negotiated acquisition and will be set aside for Hub Zone firms. The Small Business Size Standard for this set-aside is 1,000 employees. If awarded, the contract will include the redesign of the fender pontoon connector system and the fabrication and installation of one connector system (two pontoons) for Government testing and evaluation. The Government has one concept design that may be implemented, or the contractor may offer a different, more cost effective connector type. Assuming the connector system is successful, the contractor will fabricate and install the new connector system for additional ELCAS Fender pontoons in inventory. The existing connector system for the ELCAS (M) Fender Pontoons is based on the complicated connector system utilized in the pier and in the barge ferries. It is a connector system that serves those purposes well, but is not well-suited to the fender system. The fender system is subjected to the high dynamic forces of surf and swell, which, with time and increased severity of the surf and swell, causes the connector system of the fender pontoons to break apart. As a result, the Navy has incurred excessive expense in the repair of the P40F Fender Pontoons due to structural damage to the pontoons. It is expected that this can be improved by utilizing a new connection that is either more simple and robust, or alternatively is a more compliant, yet safe connection, that is focused more on the unique condition of the floating fender system. This is a new procurement; it does not replace an existing contract. The synopsis response date is 13 July 2009. The planned date for the release of the solicitation is 13 July 2009; the planned solicitation response date is 14 August 2009.
