- Statement of Work This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NCND6000-9-11802 is issued as a request for quotation. The applicable North American Industry Code System code is 813312 and size standard $7.0. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Marine Sanctuaries Division has a requirement to provide Workshops for the Office of National Marine Sanctuaries. The contractor shall hold a series of workshops to identify a range of options and good practices for monitoring and enforcement ensuring compliance within remote protected and specially managed marine areas. The contractor shall provide a 15-20 page background document will be prepared as a basis for discussions at the workshop that summarizes the following: 1) Scale of the problem: examples of the numbers, distribution, and sizes of remote marine managed areas in the Atlantic and globally. The recent large remote MPA designations by the US government in the Pacific highlight the global nature of this issue; 2) Types of activities typically regulated and associated considerations: Extraction of resources (fishing, mining), dumping, tourism, research etc; 3) Current monitoring and enforcement strategies (M&E): E.g. aerial surveillance, vessel patrol, dock checks, vessel observers, vessel monitoring systems (VMS), event recorders, on-board cameras or video, acoustic surveillance, etc; 4) Potential for improvement of current methods: E.g. updating VMS, higher resolution radar, better training for observers and enforcement personnel, real-time surveillance, etc; 5) Under-utilized and emerging technologies: Hyperspectral imaging, IR-LIDAR, long range radar, automatic identification systems, hydrophones, unmanned aerial vehicles (UAV), ocean observing systems etc. Period of Performance: August 1, 2009 through August 1, 2010. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit.
