- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Capital Region Contracting Center, Contracting Center of Excellence (CCE), on behalf of the Office of the Inspector General, Department of Defense intends to awarded a contract for SAS Server Software to provide new levels of quantitative analysis and to improve and enhance our current support level for audit and investigative projects. This action will result in a Firm Fixed Price contract with a delivery date of 30 days after contract award. Solicitation number W91WAW-09-T-0076 is applicable and is issued as a request for quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. This is a total Small Business Set-Aside. The NAICS code for this contract action is 423430 and the small business size standard is 100 employees. The anticipated award date is 10 July 2009. All responsible sources may submit a quote, which will be considered. Offeror quotes will be evaluated on the basis of lowest price technically acceptable. All quotes must be submitted to the Point of Contact (POC) via email no later than 1 July 2009; 5:00PM EST. Quotes shall be submitted via email to the Point of Contact (POC), Johnny Redford at johnny.redford@us.army.mil Description of products to be acquired: Statement of Work SECTION B- Supplies or Services: B.1: BACKGROUND The Department of Defense, Office of Inspector General (DoDIG), Deputy Inspector General for Audit Quantitative Methods and Analysis Division (QMAD) is a division who mission is to provide mathematical and statistical analysis across to all functions in the agency as well as a limited number of DoD agencies on an ad-hoc basis as workload permits. QMAD uses both a server and desktop version Statistical Analysis System (SAS) statistical software. B.2: OBJECTIVE The objective for requesting these SAS products is to develop new levels of quantitative analysis, to improve and enhance our current support level for audit and investigative projects, to develop quantitative indicators using predictive analytical models that most likely are indicative of fraudulent activity, develop the ability to analyze large volumes of text data to meet mission requirements, and maintain the integrity and security sensitive data we work with The requested products are necessary for QMAD achieve these objectives the agency requires. C.2: Specifications Required Capabilities: Provide enhanced analytic support for OIG projects, minimize data redundancy, allow processing and access involving gigabytes and potentially terabytes of data, provide encryption of SAS data when stored, moving between platforms or moving to and from Oracle, and deploy access to project data and analyses to OIG users both in headquarters and in the field.
