Description: RECOVERYThis is a pre-solicitation notice for a contractor to provide all labor, tools, equipment, transportation, materials, and supervision required to complete the designated work. The Clara Barton NHS, Glen Echo, MD 20812 a unit of the George Washington Memorial Parkway, a division within the National Park Service (NPS), Department of the Interior, is seeking to purchase Mylar Film Window Shades. This work consists of field measuring 120 windows and 2 doors, and then fabricating, furnishing, and installing as shown on drawings and IAW specifications, non-mirrored finished Mylar Film Ultra Violet Window Shades. The project performance period is 60 days after receipt of award. The NAICS code is 238390. The small business standard size is $14.0M. This acquisition is being conducted under procedures of FAR 5.2, 6.203, 19.5 and is subject to FAR 4.15 Recovery Act reporting requirements. Solicitation and award will be in accordance with FAR 19.10 the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is open to only Emerging Small Businesses participation. Offer evaluation and award decision will be made per FAR Clause 52.212-2 Evaluation-Commercial Items to include technical capability of the item to meet government requirements followed by price. Material similar or equivalent to Kool Vue Transparent Mylar Film (color: smoke/smoke) by North Solar Screen, Andover, MA meeting NPS museum standards (25-50 microwatts per lumen) will be considered. The Solicitation with Specifications, and Drawings will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about July 13, 2009.
