Description
RECOVERYThis is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision to install new sewer and water at Mission Espada located at San Antonio Missions National Historical Park. The work will include demolition of existing sewer lines from building to the undersized septic system and installation of new sewer lines and manhole with provisions for future hook-ups. Ensure that if other customers are utilizing the septic tank, that service is not interrupted. Contractor will ensure that all proper permitting has been created and that all inspections will be passed by the San Antonio Water System (impact fee have been waived by SAWS). Install new potable water line from meter to building. Perform a test to ensure the system is working and then leave the system in a workable order. Contractor will backfill and tamp all trenches to ensure proper grade is maintained. All work will be monitored by Park Archeologist. This competitive acquisition is set aside for HUBZone Contactors. The NAICS code is 237110. The small business standard is $31 million. The estimated price range for this project is between $100,000 to $250,000. Per 52.219-03 Notice of Total HUBZone Set-Aside, this solicitation is set aside for qualified HUBZone Small Business Concerns only. Offers received from concerns that are not HUBZone small business concerns shall not be considered. Award shall be made to the responsive and responsible offeror whose offer will be most advantageous to the Government. To be considered responsive, offerors must complete past performance, experience and general reference questionaires, which will be attached to the solicitation. The solicitation with specifications, drawing, and wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about July 13, 2009.
