Description
The government intends to solicit and negotiate with only one source, BAE Systems, 11487 Sunset Hills Rd, Reston, VA 20190-5234. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for 20 EA SOCET GXP CLASSIFIED IA ADVANCED BUNDLE (931-L), (UPGRADE) FROM CURRENT SOCET GXP IA BUNDLE (922-I). INCLUDES HYPER/MULTI SPECTRAL IMAGE EXPLOITATION, MAP FINISHING, STEREOSCOPIC VIEWING, DIGITAL TERRAIN ELEVATION DATA GENERATION, AND 3D FLYTHROUGH CAPABILITY. The basis for restricting competition is because BAE Systems is the only known manufacturer and distributor for the software, and BAE supplied the original software and upgrades. This is a request for renewal of the existing software. The NAICS code for this procurement is 511210 and the small business standard is $23.0 million. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer no later than 6 July 2009 at 2:00 p.m. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with BAE Systems. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
