Description
NASA/GSFC is hereby soliciting information from potential 8(a) sources forNASA/Goddard Space Flight Center (GSFC) who can provide the necessary capabilities toupgrade the Fire Alarm Systems and Fire Alarm Central Monitoring System at the GSFCGreenbelt Campus. Specifically, replace obsolete hardwired Pyrotronics System III fire alarm systems withaddressable, computer-based fire alarm systems in numerous buildings. Install/modifyadditional smoke detectors, strobes and bells and related hardware. Add Air AspiratingSystems in clean rooms, mission critical computer rooms and in mission essential areas.This includes retrofitting in buildings with addressable systems. GSFC requires 8(a) companies with particular capabilities to provide system shopdrawings; who possess the National Institute for Certification in EngineeringTechnologies (NICET) or a registered Professional Engineer (P.E.) in principles andpractices in fire protection engineering; and who have at a minimum an NICET Level 2 FireAlarm Technician with the technical experience to supervise installation. Additional Site Information: NASA/GSFC is located within the City of Greenbelt, Maryland,approximately 6.5 miles northeast of Washington, D. C. The GSFC campus encompassesapproximately 1,270 acres and includes 33 major buildings providing more than 3,000,000sq ft of research, development and office space. The project size in dollar value is over$3,000,000 and companies must have bonding capacity. GSFC is unique in that the facilities provide for the development and construction ofspacecraft software and scientific instruments as well as the spacecraft themselves.Goddard also contains facilities that gather, process, analyze and store information fromthe spacecraft and scientific instruments once they are launched. Many of these buildingsare operational 24/7 and shall not be shut down during construction. Additional Fire Alarm System Information: The system currently allows two waycommunications between the individual buildings and the Central Station. The Fire AlarmCentral Monitoring System infrastructure is currently a radial Siemens X-net usingcopper wire with a backup autodialer system. The network is currently scheduled to beupgraded with a fiber optic network with a backup autodialer system during this project.Ultimately, new fire alarm systems are expected to retain this feature. Any 8(a) company having the capabilities necessary to meet or exceed the statedrequirements are invited to submit a brief capability statement. The capability statementshould indicate the companies's ability to perform all aspects of the requirementdescribe herein. The capability statement should include the following: name and addressof firm, point of contact, phone number, 8(a) certification, number of years in business,relevant past experience, and bonding capacity. This sources sought is for information and planning purposes and is not to be construedas a commitment by the Government nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government intends this requirement to be an 8(a) set-aside.
