Description
NOTICE OF INTENT TO NEGOTIATE A CONTRACT. The Centers for Disease Control and Prevention (CDC) intends to negotiate a contract with Mount Sinai School of Medicine. This procurement is for a contract with Mount Sinai School of Medicine in New York, to collect and store tissue samples from patients in the cluster area with myeloproliferative disorders (polycythemia vera (PV), idiopathic myelofibrosis (IM), and essential thrombocythemia (ET). Specimens from other individuals in the cluster area with potential or suspected environmental exposures may be included. This would include any specimens collected from cluster-area PV patients prior to the formal establishment of this contract. Specimens from other individuals in the cluster area with potential or suspected environmental exposures may also be included. Tissue samples will be used to conduct laboratory investigations to help define mechanisms involved in the pathophysiology of these disorders, possible causes of the cluster, and potential treatments. Specific requirements are: 1. Arrange for the collection, temporary storage, and transport of tissue specimens from the PV cluster area in eastern Pennsylvania. 2. Make the collected tissues available for PV-related research. The Myeloproliferative Disorders Research Consortium (MPD-RC) is the only international, multi-institutional non profit consortium set up to coordinate, facilitate, and perform basic and clinical research investigating the genetic and cellular mechanisms of Philadelphia Chromosome (Ph) negative myeloproliferative disorders (MPD). The MPD-RC is the only organization with an established tissue bank specifically geared towards MPD research, and can thus guarantee the most effective use of tissue samples donated for research purposes. This project is supported by justification for other than full and open competition to Mount Sinai School of Medicine under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. This is not a Request for Proposals; however, the Government will review any/all product and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 6.302-1, negotiations will be conducted with Mount Sinai School of Medicine, 1 Gustave L Levy Place, New York, NY 10029-6500 as the only source.
