- Description
- The Government intends to procure two (2) 8 cubic feet conditioning ovens and one (1) 193 cubic feet conditioning oven through full and open competition. This acquisition is for a commercial item and will be conducted using FAR Part 12 and 13.5 test program for certain commercial items. Small ovens must have minimum interior dimensions of at least 38" x 38" x 38". Large oven must have minimum interior dimensions of at least 5'2" x 5'5.5" x 6'10" and it must have an interior door release mechanism for emergency exit.The minimum specs for all three ovens are as follows: temperature range is -94F to 356F; temperature control tolerance plus or minus.5F; temperature uniformity requirement plus or minus 1.1F; no humidity required; no temperature ramp up requirements. Must use carbon dioxide and a cascading refrigeration system for cooling, may not use liquid nitrogen for cooling; must not have a PC based controller; must have a circular motor; must be able to record on a 12" paper chart at least one sample per hour of the temperature for each oven for at least one week; digital recording only is not acceptable however it may have an additional digital recorder; must have an alarm system that provides audible, visual, and relay contact indication of a temperature that exceeds a prescribed high or low limit; calibration ovens must receive calibrations that are accredited to the ISO 170225 and ANSI/NCSL Z-540-1 calibration by A2LA; must be able to install the ovens and remove old ovens; must run on both 408V and - 208V 3 phase power; exterior dimensions must not exceed 96' in height; and all ovens must have a window. Specific information to include detailed specifications shall be included in Request for Quote/solicitation Number N68936-09-T-0183 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 13 July 2009 to close 15 days after the Request for Quote issue date. Delivery requirements shall be F.O.B. Destination China Lake, CA. This acquisition is for a commercial item and will be conducted using FAR Part 12 and 13.5 test program for certain commercial items. Award is scheduled to occur by 15 September 2009. All responsible sources may submit a written quotation which shall be considered by the agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 210000D, Attn: K. Ferguson, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
