- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Command, Contracting Center of Excellence (CCE), on behalf of the Directorate of Logistics Washington, Supply Support Division (DOL-W, SSD), intends to procure a lease for seven (7) trailers/ vans (48 Sheet) and one (1) flatbed (48) for one (1) base year with two (2) option years using a HUB Zone certified small business set-aside, small business set-aside, or under full and open procedures. If at least two (2) responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 12pm ET, 6 July 2009, the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open procedures. Only HUB Zone small business concerns and small businesses are to submit capability packages. Interested HUB Zone small business concerns and small businesses that are certified and qualified as a HUB Zone small business concern or small business concern in NAICS code 532120 with a size standard of $25.5M are encouraged to submit their capability packages. Capability packages must not exceed 3 pages in length and must be submitted electronically. HUB Zone small business concerns and Small businesses are to describe their capability to provide the required items. The lease must include the following: unlimited mileage; 24-hour emergency roadside service; all scheduled maintenance services/ repairs and inspections (normal Monday-Friday business hours); and part replacements (e.g. tires, brakes, lights, lubricants). Trailers larger than 48 will not be accepted. The trailers will be based at Ft. Belvoir, VA and the Pentagon with average mileage running around 1,000 per month. Trailers can either be spring ride or air ride. They will be used to transport furniture and computers. The customer will pick up the trailers as long as they are located within the National Capital Region (NCR). If the vendor is not located within the NCR, they must deliver the trailers to Ft. Belvoir. To assist us in maintaining a list of interested HUB Zone small business concerns and small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under NAICS code 532120 to Hillari Hawkins at hillari.hawkins@us.army.mil. A Firm Fixed Price contract is anticipated. A written Request for Quotes (RFQ) will be posted on or about 6 July 2009. The RFQ must be retrieved and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Website -- https://acquisition.army.mil/asfi/; select the Contracting Opportunities Search button, then select the desired RFQ and click. Process. No hard copies of the RFQ will be issued; all amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled.
