Document Security Form THIS SOLICITATION (NUMBER: GS-02P-09-PW-C-0014) SUPERCEDES THE ORIGINALLY ANNOUNCED SOLICITATION NUMBER GS-02P-09-PW-C-0013 SCOPE OF WORK: RENOVATION OF THE ROBERT MCEWEN CUSTOMS HOUSE, OGDENSBURG, NY. THIS PROCUREMENT IS A 100% SET-ASIDE FOR HUBZONE SMALL BUSINESS CONCERNS. This project consists of the renovation and construction of the Robert McEwen Customs House, 127 North Water Street, Ogdensburg, NY. The purpose of this project is to renovate the 200 year old four story masonry structure into an upgraded facility that meets the mission of the US Customs and Border Protection. This contract will include a separate prisoner and processing unit; armory, canine division, secure entry, waiting and reception areas, multiple office functions, conference training rooms, men’s and women’s locker rooms, a sallyport for prisoner delivery, and secure perimeter fencing. It will also include environmental remediation (asbestos abatement), the addition of a second interior fire stair and an elevator serving all floor levels. The Customs House is approximately 24,000 square feet. The last extensive renovation occurred in 1936. It is listed on the National Register of Historic Places. This project is being designed by Wooley Morris Architects of Syracuse NY. The Contractor shall provide all labor, material, equipment, tools, management, and supervision. Improvements of the common areas should meet Architectural Barriers Act Accessibility Guidelines (ABBA), while preserving this historical building. Work shall include; but, is not limited to, the upgrade of mechanical systems and office spaces of this four story structure. The work includes selective demolition, construction of walls, lighting, plumbing, electrical, security devices, life-safety equipment to include fire protection, floor and wall finishes, and conduit system for audio and video systems. Magnitude of Construction: This construction project is estimated between $1,000,000 and $5,000,000 US. Performance Period: The required completion time is 240 calendar days from issuance of the Notice to Proceed. Procurement Information: A 100% Set-Aside for HUBZone Small Business Concerns. Offers from other than HUBZone Small Business Concerns WILL NOT BE CONSIDERED. The North American Industry Classification System (NAICS) Code for this project is 236220 and the size standard is $33.5 million. This is a sealed-bid procurement (Invitation For Bid (IFB) and shall be conducted in accordance with Federal Acquisition Regulation (FAR) Part 14. All responsible HUBZone sources may submit a bid which shall be considered by GSA. No telephone calls will be accepted. The tentative Solicitation (IFB) release date is no earlier than 15 days after the posting of this Notice in FedBizOpps (http://www.fbo.gov). The Bid Opening will be on July 29, 2009. Bid, Performance, and Payment Bonds are required as per the Solicitation. The Solicitation will be available through FedBizOpps (http://www.fbo.gov). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government system databases such as Central Contractor Registration (CCR) database, and it is available for use by all Federal Agencies. Effective October, 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR via the following URL: http://www.bpn.gov. At a minimum all sources must supply the following information: a) company CCR, b) Marketing Partner Identification Number (MPIN), c) company DUNS Number or CAGE Code d) company telephone number, and e) company e-mail address. Once registered with CCR, you will be required to register with FedBizOpps (http://www.fbo.gov). No federal material can be downloaded until you have registered with both sites. Vendors are responsible for printing the IFB and all related documents. It is also the vendor’s responsibility to monitor this site for the release of the Solicitation, Amendments, and any related information. The Document Security Notice Form is now available on this solicitation and must be e-mailed to either Katherine Wheeler at katherine.wheeler@gsa.gov or Kevin Flanagan, at kevin.flanagan@gsa.gov. In order to receive the Solicitation Package, contractors are required to complete, sign, and submit this form along with the supporting documentation to Kevin Flanagan or Kate Wheeler. Contractors will be required to sign and submit a Document Security Notice that includes a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Any vendor submitting a bid is required by the FAR to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR required representations and certifications previously found in Solicitations. With ORCA vendors now have the ability to enter and maintain their representation and certification information, at their convenience, via the Internet at http://orca.bpn.gov. Vendors will need to review and/or update the ORCA record when changes are necessary; annually to maintain an active status.
