Description
The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 intends to issue a construction contract. The project involves the renovations to Building 10, a one-story masonry Garage and Maintenance Shop built in 1947 with a 1980s Office addition. The renovation relocates the Mechanical, Electrical, Plumbing, Carpentry, and Machine Shops to the West end of the existing garage. New full-height partitions, electrical, lighting and mechanical work will be done to this 2400 SF of the garage. All equipment in the existing shops is to be relocated. New doors to the exterior will be created to provide direct access for the Carpentry Shops. Additional electrical and mechanical systems will be provided for the relocated equipment and functions.The space vacated by the Maintenance Shops will be converted to Office space. This will require new partitions, toilets, mechanical, electrical, lighting and finishes. This 3050 SF Office space will house many support functions. A new state-of-the-art Conference Room will have capacity for twenty people. The Lounge will have a kitchenette and consolidate the existing Vending and Ice Machines. Engineering Records will be divided, with a new archive space in the Garage and space for active project storage in the Projects' Department Suite. The Safety Department will be expanded to provide two private offices and a shop for the storage and one technician. Storage Space will be cleared out for Safety Storage in the Garage for heavy storage and battery recharging. New partitions, plumbing, electrical, lighting and mechanical systems will be provided. The finishes will also be upgraded. The existing Locker Room will also be reconfigured to comply with ADA guidelines. In addition, a Woman's Locker room with shower will be added. New mechanical, electrical, plumbing and finishes will be provided in these spaces. The 1980s Office addition will continue to house the majority of the Engineering Department, providing offices for the Chief of Engineering, the Assistant Chief of Engineering, the Secretary, the Procurement Technician, an open office for two staff members, and small office for the Maintenance Foreman. This space will remain largely intact and will primarily receive finish upgrades. The North American Industry Classification System (NAICS) code is 236210. The U.S. Small Business Administration size standard is $33,500,000.00. The SOLICITATION issue date will be approximately July 14, 2009 with an approximate response date of August 13, 2009. The solicitation is a Request for Proposal and will be issued as a 100% Service Disabled Veteran Owned Small Business set-aside. The project magnitude is between $500,000.00 and $1,000,000.00. The solicitation will result in a Firm-Fixed Priced Contract. Estimated contract performance is 180 days from notice to proceed. Firms must be registered with the Central Contractors Registry http://www.ccr.gov/, and the Veterans Business Registry http://www.vip.vetbiz.gov/ All perspective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code).
