- NASA/KSC has a requirement for 27 each Flodyne solenoid valves and 23 each sparesoft goods kits. Approximately 27Flodyne solenoid valves and 23 spare soft goods kits need to be procured using afirm-fixed price contract. These solenoid valves are to be used on panels attached tothe Mobile Launcher Platform and will be used to support missions to the InternationalSpace Station, to the Moon, and eventually Mars. The Flodyne valves are large,pneumatically operated ball valves with very large CVs (flow coefficient). These valvesare used for high flow/high pressure applications. These valves will perform variousfunctions on the Ares I Mobile Launcher and Launch Tower. Some of the critical functionsare controlling flows to the vehicle for cryo load, on-board bottle fills (GN2, GHe, GO2,Bair), pre-press functions (both LO2 and LH2) and hazardous vehicle purges. In addition,some of the valves will be used to verify no leakage prior to committing to launch. Flodyne solenoid valves are high performance, proven technology designed for use inground support equipment. They have been used extensively in ground support functions forthe Apollo and Shuttle programs in critical applications. These legacy valves are wellunderstood by our technicians and precision cleaning contractors and we have anestablished logistic supply chain (spare parts, spare valves). The Flodyne valves haveKSC 79K series drawings associated with them and are ordered by the specific KSC 79Knumber. They have been qualified for use by the Apollo and Shuttle Programs at KSC forcritical applications in the demanding launch environment. The use of another source ofvalves (if there was one) would require developing new 79K drawings and requalificationof the valves.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 14, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.[OMBUDSMAN STATEMENT IS REQUIRED]An Ombudsman has been appointed.
