Description
Synopsis for base operation support services for the Naval Support Activity (NSA), Philadelphia and Mechanicsburg PA sites. The FISC Norfolk, Philadelphia Division intends to acquire on a competitive basis base operation support services on behalf of the NSA Philadelphia and Mechanicsburg representing the interests of the U.S. Navy (USN). The point of contact is Joyce Kichman, Contract Specialist, who may be contacted at 215-697-9605 and the Contracting Officer is Kevin Sweetra, 215-697-9600. NSA is the host command that provides landlord, base operation support services to various DoD tenant activities to include but not limited to the following: - off-load and receive incoming shipments from United Parcel Service, Federal Express and other express delivery carriers, local vendors; United States Postal Service and other common carriers; - deliver materials, supplies and equipment received requiring movement within the base and items being returned to Base Supply and Receiving for temporary storage, shipping off the base, or other reasons; Package materials for outgoing shipment; Process and! Deliver Incoming and Outgoing Mail; control all incoming and outgoing classified mail and messages in accordance with the requirements of SECNAVINST 5510.36; receive incoming unclassified messages. Personnel performing classified material control tasks must have a secret clearance. The NSA is located at two geographically separated sites: 5450 Carlisle Pike, Mechanicsburg, PA and 700 Robbins Avenue, Philadelphia, PA. The solicitation will be issued as a 100% small business set-aside. The solicitation is anticipated to be released in mid July, and will be posted at www.neco.navy.mil. Interested parties are solely responsible for monitoring the website for posting of the solicitation and any amendments thereto. The closing date will be established in the RFP. The Government intends to issue a single award using full and open competition and anticipates award of a Firm Fixed Price (FFP) type contract. The anticipated period of performance is a twelve-month base period, beginning approximately 1 October 2009, with four (4) twelve-month optional periods. All interested offerors should get a copy of the solicitation from the web site mentioned above and, if there are any questions about it, direct those questions to Joyce Kichman at joyce.kichman@navy.mil no later than 8 calendar days after the solicitation is released.
